About this opportunity

The Department of the Navy Naval Sea Systems Command (NAVSEA) is seeking evaluation and repair services for a Hahn & Clay pressure tank lid (model 4000-60-144) that is currently experiencing water leakage at 1500-2000 PSIG pressure levels and requires restoration to its original 4000 PSI capability. This procurement is structured as an Indefinite Delivery/Indefinite Quantity contract with three Contract Line Item Numbers covering evaluation, repairs, and data requirements, processed under FAR Part 13 Simplified Acquisition Procedures with NAICS code 334515 for instrument manufacturing. Contractors must possess ASME R-Stamp certification and demonstrate acceptable past performance in the System for Award Management (SAM) Performance Rating System. The evaluation will be conducted on a Lowest Price Technically Acceptable basis, with technical acceptability determined by proof of ASME R-Stamp certification, completed pricing tables, detailed repair plan submission, and acceptable past performance records. Quotes must be submitted electronically to Hannah.l.murphy7.civ@us.navy.mil by June 27, 2025, and site visits are strongly encouraged prior to quote submission.

This solicitation is designated as unrestricted with no set-aside provisions and targets businesses with 750 or fewer employees under the specified NAICS code. No incumbent contractors are identified in the solicitation materials, and specific award values or budget ranges are not disclosed in the available documentation. The contract includes a 12-month period of performance from award date, with work to be performed both at the contractor's facility for lid repair and at the Naval Undersea Warfare Center Division Newport in Rhode Island for installation and final testing. The place of performance is Newport, Rhode Island 02841, where the pressure tank is used for Virginia Class Non-Propulsion Electronic Systems Environment Testing, supporting over 10,000 hours of environmental qualification testing annually. The procurement requires compliance with National Board Inspection Code and ASME Section VIII standards, with deliverables including Factory Acceptance Testing procedures, test reports, and certificates of compliance.

The purpose of amendment 0003 is to extend the required response date to 3 March 2025 at 2PM EST and to publicize a question and answer asked by industry

Question:  Please clairify - 4.1.1 of the SOW seems to state that the quote for the repair cost to the lid would occur after the contract is awarded and possibly after sending the lid to us for evaluation. However, the pricing instruction document seems to say that a not-to-exceed price is due at time of quote.

Answer: The Government is requesting a worst case estimate as a not-to-exceed price for repair of the tank lid. This not-to-exceed price will be used to establish contract ceiling. Firm Fixed Pricing for the repairs will be requested after award and after evaluation has taken place.

The purpose of amendment 0002 is to add ASME code A-1 documents as attachments 26-27 and to extend the required response date to 7 February 2025 at 2 PM EST
