About this file
This Statement of Work (SOW) details requirements for repairing a Hahn & Clay pressure tank lid at the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT). The contractor must evaluate and repair pressure tank 4000-60-144, which is currently not operational at full pressure capability due to a broken seal, to restore its full 4000 PSI working pressure capability in accordance with National Board Inspection Code (NBIC) and ASME Section VIII standards.
The contractor must have National Board "R" certification and perform several key tasks: evaluate the existing pressure vessel closure design against original ASME code, provide a detailed repair plan and quote for government approval, conduct Factory Acceptance Testing (FAT) at NUWCDIVNPT, and provide a field engineer to oversee installation and final testing. Required deliverables include FAT procedures, test reports, and certificates of compliance. The work will be performed both at the contractor's facility for lid repair and at NUWCDIVNPT for installation and testing. The tank is critical for Virginia Class Non-Propulsion Electronic Systems Environment Testing, with the facility performing over 10,000 hours of environmental qualification testing annually.

STATEMENT OF WORK (SOW)
Pressure Tank 1 Repair
PID N66604-24-SIMACQ-NPT-70-0137
1.0 Background
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), is the Navy’s principal test facility for Virginia Class Non-Propulsion Electronic Systems Environment Testing. The Survivability Assessment Team in Code 70 performs over 10 thousand hours a year of environmental qualification testing. These rigorous environments require rigorous testing to be accomplished in order to ensure safety and efficacy of the subject systems. Implosion events is a major part of this mission in which requires specialized equipment such as the pressure tanks. Specialized repairs are needed in order for the pressure tanks to operate satisfactory to qualify for Naval Facilities Engineering Systems Command's (NAVFAC) recertification and be operable to its full capability. This testing requires hydrostatic pressure tanks capable of controlling pressures ranges up to 4000 PSI.

The Government anticipates the required repair is to the sealing surface and lid due to a broken seal. Evaluation of the existing pressure vessel closure design against its original ASME code will be required to determine parts and components required for repair or replacement to return the Hahn & Clay pressure tank 4000-60-144 to full working pressure capability.
The Hahn & Clay pressure repair work needs to be evaluated and repaired by a qualified vendor with a National Board “R” certification. The in-service repair of ASME pressure vessels follows the National Board Inspection Code (NBIC) NB-23 Part 3 Repairs and Alterations.
