The following Government information is provided in support of the contractor’s hypothetical repair.

‐When the tank is brought to pressure, usually around 1500‐2000 PSIG, pressurized water leaks by the locking closure and the lid of the tank. No leaking has been observed to occur when operating the tank to 1000 PSIG for testing.

‐The Government has been using the tank at a reduced capacity, so testing has been ongoing but not to pressure. Tank reached 2000 PSIG recently as well. There was no leaking noted in this instance.

‐There is gouging in the surface of the tank. Measurements included in PDF labeled as “Tank 1

Measurements” are provided.

‐ The Government does not have access/capability to remove ring to assess any corrosion or thinning on the lid.

‐The NB# for this tank is 106.

Issuance of Task Orders:

CLIN 0001 task order will be issued following the award of the basic contract.

The contract minimum guarantee referred to in paragraph (b) of FAR Clause 52.216‐22 ‘Indefinite

Quantity, below, is the contractor’s quoted FFP for CLIN 0001, in performance of SOW Task 4.1.

CLIN 0002 task order will be issued upon the Government’s review and approval of the contractor’s quote and detailed plan and approach of the lid repair in accordance with SOW Task 4.1.

BASIS OF AWARD:

The Government intends to make a single award as a result of this solicitation. Award will be made to the responsible Offeror meeting all requirements of the solicitation and whose quote contains the combination of those factors offering the best overall value to the Government. The best overall value to the Government will be determined by comparing the difference in value of technical (non‐cost) features of quotes with the difference in the cost to the Government.

The following indicates the factors that will be considered for award:

Pass/Fail

Technical Approach

Hypothetical Approach

Price

1. Pass/Fail:

The contractor shall submit proof of ASME R‐Stamp awarded by The National Board of Boiler and

Pressure Vessel Inspectors (NBBI) to show NBIC qualifications.

2. Technical Approach:

The contractors shall:

1. Complete and submit Pricing Tables as part of its quote submission.

2. Submit findings and detailed plan for the hypothetical repair.

3. Hypothetical Task Approach:

Contractors shall submit a hypothetical approach for the following hypothetical tasks:

1. If the mating surface for the lid within the tank needed to be resurfaced to bring the tolerance back within specification, what would be the proposed plan to accomplish this?

2. If the sealing ring attached to the lid needed to be repaired or remade, what would the proposed plan be to accomplish this?

3. What would be the proposed plan to ensure that the sealing ring and mating surface are within tolerance to return the pressure vessel back to its original 4000 PSI maximum working pressure.

The page limit for the Hypothetical Task Approach is 2 pages.

Additionally, the Government will consider past performance information within Supplier Performance Risk System (SPRS) whereby negative information may render a quote being deemed technically unacceptable.

4. Price:

For evaluation purposes only, the Government will evaluate quoted prices as follows.

The Government will derive the quoted average hourly labor rate, if more than one labor category is quoted, and multiply the average hourly labor rate by 100 hours to derive a total price for labor.

TOTAL EVALUATED PRICE:

The Government will add the total quoted price derived above for CLIN 0002 with the total quoted price for CLIN 0001 to arrive at the Total Evaluated Price (TEP), for the purposes of evaluating the lowest priced quote only.
