About this opportunity

The Department of Veterans Affairs' Great Lakes Acquisition Center (GLAC) has issued a Special Notice announcing its intent to award a sole-source contract to Landauer, Inc. for radiation dosimetry services at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois. This procurement is being conducted under the authority of 41 U.S.C. 1901 using simplified acquisition procedures, specifically citing that only one responsible source exists that can satisfy the agency's requirements. The contract will be structured as a firm fixed-price agreement covering a five-year ordering period with five one-year priced periods. Landauer currently provides dosimetry services to affiliate hospitals and staff who also work with FHCC, making them uniquely positioned to deliver consolidated radiation dose reporting. The procurement falls under NAICS code 541380 (Testing Laboratories and Services) with a business size standard of $19.0 million.

The primary objective of this Special Notice is to sustain existing radiation dosimetry services rather than establish new capabilities, as Landauer is already providing these critical safety monitoring services. The government has determined that Landauer is the only vendor capable of providing both Luxel+ OSL dosimetry technology and METER reports for consolidated employee radiation doses across all affiliated hospital facilities. Any firms believing they can meet these specialized requirements must submit written notification to Contracting Officer Joni Dorr at joni.dorr@va.gov by 10:00 AM Central Time on August 4, 2025. Potential alternative vendors must provide supporting evidence demonstrating their capabilities, including a letter from the Original Equipment Manufacturer confirming their status as an authorized service vendor per VAAR Clause 852.212-71(c). The government retains full discretion to determine whether to proceed with the sole-source award or open the procurement to competition based on any responses received. No solicitation documents are available, and telephone inquiries will not be accepted for this procurement.
