About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 19, seeks annual fire and smoke wall and door inspection services at the Oklahoma City VA Medical Center, with proposals due August 31, 2026. This procurement is a 100-percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, foreclosing competition outside that pool.

Place of performance is the Oklahoma City VA Medical Center. The contractor must inspect approximately 490 fire-rated doors annually and 1,000,000 square feet of fire and smoke-rated walls, ceilings, and related components in accordance with the National Fire Protection Association (NFPA) Code, the VA Fire Protection Design Manual, and VA specifications PG-18-1 and PG-18-10. Door inspectors must hold International Fire Door Inspectors Association (IFDIA) certification. The contractor must verify fire-resistance ratings, structural stability, ceiling-to-deck penetrations, and proper sealing of all identified walls. A minimum of five consecutive years of passive fire inspection experience is required. The contractor supplies all access equipment, including ladders, man lifts, containment units, and tents; the VA provides no materials.

The base contract runs September 15, 2026 through September 14, 2027, with four optional one-year extension periods extending through September 14, 2031. The estimated award value is $11.5 million. The contractor must submit quarterly performance reports with digital photographs, compliance assessments, and web-based reporting within two weeks of inspection completion. Liability insurance acceptable to the VAMC is required, with contractor qualifications and insurance documentation due within fifteen business days of award and annually thereafter. The NAICS code is 541350, Building Inspection Services; PSC is H999. Evaluation criteria are price, technical capability, and past performance.
