About this file

This is an Amendment/Modification to Solicitation (Standard Form 30) that extends the response deadline and provides questions and answers for a fire and smoke wall and door inspection services solicitation. The Department of Veterans Affairs Veterans Health Administration, Network Contracting Office 19, issued this amendment for solicitation number 36C25926Q0748 regarding fire smoke walls and doors testing and inspection at the Oklahoma City VA Medical Center. The new offer receipt deadline is August 31, 2026 at 15:00 CDT, with responses to be submitted via email to jeffery.eller@va.gov. The contract period runs from September 15, 2026 through September 14, 2027 for the base year, with four additional one-year option periods extending through September 14, 2031.

The services required include annual inspections of fire walls, fire barriers, smoke barriers, and associated doors in accordance with a Performance Work Statement (PWS), complying with VA Fire Protection Design Manual, applicable NFPA standards, and VA specifications (PG-18-1 and PG-18-10). Inspectors must verify fire-resistance ratings, structural stability, ceiling-to-deck penetrations, and proper sealing of all identified walls. The scope includes inspecting 300 doors (of 430 total doors on campus, excluding 130 hazardous doors), checking all walls color-coded on provided Life Safety Prints, and verifying ceiling and floor penetrations. The contractor must supply all access equipment including ladders, man lifts, containment units, and tents; the VA will not provide materials. The principal NAICS code is 541350 (Building Inspection Services), with product/service code H999 (Other Quality Control, Testing, and Inspection). This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with pricing submitted as lump-sum job bids for each contract period line item.

A.2 QUESTIONS AND ANSWERS TO 36C25926Q0748

36C25926Q0748 0001 Questions in Black and answers in Red

1. Can we get an actual floor plan drawing of the hospital to use in order to properly quote the work? Life Safety Plans are attached.

2. Can we get more descriptive information about the wall inspection. VA’s Fire Protection Design Manual is the starting point, together with the applicable NFPA standards and the project’s VA specifications. The current VA TIL identifies PG-18-1 Master Construction Specifications and PG-18-10 Design Manuals as applicable VA design/construction criteria.

Construction/rating: The wall must have the fire-resistance rating required by the building design and applicable NFPA requirements. A fire wall is intended to separate portions of a building so they can be treated as separate buildings for certain code purposes.

Structural stability: A true fire wall must meet the structural/independence requirements applicable to fire walls; it is not simply a rated gypsum partition.

3. The certification for doors does not include walls according to my partner. When he took the certification class, the class never mentioned anything about walls. The wall must have the fire-resistance rating required by the building design and applicable NFPA requirements.

4. Do you know where to get a wall certification? No official certification other than if listed as a firewall it must meet NFPA standards.

5. It appears that this solicitation even mentions ceiling and floor inspections as well. What is the certification needed for that. No certification just verifies the fire wall goes to the deck above. Ceilings and walls are checked for penetration and sealed as required.

6. Can we get a site visit scheduled prior to the solicitation due date? (based on Fiscal Year End, a site visit is not being scheduled).

7. Right now annual inspection and documentation of all fire/smoke walls, fire barriers and smoke barriers required under VA Solicitation 36C25926Q0748. Please explain what that actually means, Are we going to be inspecting EVERY wall on the campus? All walls labeled (color coded) on the Life Safety Prints attached.

8. Client must provide ladders, man lifts, containment units, tents and all required access equipment. Will the VA supply any of that or am I responsible to provide this? The VA will not provide any materials.

9. Is there actually 490 doors or only 430 doors to inspect and of the 490 or 430 doors are any of them "hazardous doors" and if so will we be inspecting them moving forward? There are 430 total doors to include the hazardous doors. There are 130 hazardous doors, and they will not be inspected. There are 300 doors in total to be inspected.

10. Is this the same solicitation as last time? This solicitation is a stand-alone solicitation and is to be reviewed and quoted as such. No previous solicitation is considered with this solicitation.
