About this opportunity
The Department of Veterans Affairs Network Contracting Office 19 is soliciting quotations for comprehensive water system chemical treatment services at the VA Salt Lake City Health Care System in Utah. The procurement covers chemical testing, monitoring, and maintenance services for multiple water systems including cooling towers (500-1000 ton capacity), four steam boilers (25,000-50,000 lbm/hr), water softeners, glycol systems, reverse osmosis units, and closed-loop systems. Contractors must provide personnel with specific qualifications, including chemical engineers or chemists holding Bachelor of Science degrees in chemistry, chemical engineering, or related fields from accredited US universities, and technicians with Utah Division of Drinking Water operator certification and at least three years of relevant experience. The evaluation will be based solely on lowest price, with offerors required to demonstrate compliance with special standards of responsibility regarding personnel qualifications and experience. The solicitation notice indicates that the original solicitation (36C25925Q0768) was cancelled because all offers received exceeded the allotted funding, and the government will reassess the requirement.
This procurement is designated as a total set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with strict subcontracting limitations requiring that no more than 50% of contract value be paid to non-VIP-listed firms. The current incumbent contractor is Water & Energy Systems Technology, Inc. (W.E.S.T., Inc.), which has been providing these services to the facility. The contract structure includes a base year plus four option years under a firm fixed-price arrangement, with services including routine testing every two weeks to monthly, annual salt supply estimated at 800,000 pounds, and a $10,000 annual allowance for unscheduled maintenance. The work will be performed at the VA Salt Lake City Health Care System located at 500 Foothill Drive, Salt Lake City, Utah, with the facility managing approximately 10.5 million gallons of annual cooling tower make-up water and maintaining condensate return rates of 60-100%. A site visit was scheduled for September 15, 2025, at the facility's Building 6 Boiler Plant, with the original response deadline of September 29, 2025, though the solicitation has since been cancelled due to budget constraints.
