About this file

This document is a Vendor Questions and Answers file for a VA procurement opportunity for Water System Chemical Treatment Services at the Salt Lake City Health Care System. The solicitation is a total set-aside exclusively for Service-Disabled Veteran Owned Small Businesses (SDVOSBs), with the current incumbent being Water & Energy Systems Technology, Inc. (W.E.S.T., Inc.). The procurement is a firm fixed-price contract with a base year and four option years, requiring chemical engineers or chemists with specific Bachelor of Science degrees and technicians with specialized qualifications.

Key details include the VA's requirement that only SBA-certified SDVOSBs can submit offers, and vendors must comply with subcontracting limitations under VAAR 819.7004. The VA has not disclosed the specific budget, instructing vendors to submit their most competitive offer. The solicitation emphasizes special standards of responsibility, particularly regarding personnel qualifications, and warns that failure to provide required documentation could disqualify an otherwise successful offeror from contract award.
