About this opportunity
The Department of Veterans Affairs Network Contracting Office 22, on behalf of Veterans Integrated Service Network 22 and the VA Northern Arizona Healthcare System, seeks facility exhaust hood cleaning and inspection services under Solicitation 36C26227Q0034, with proposals due October 27, 2026 at 11:00 a.m. Pacific Time. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses, and the prime contractor must be an SDVOSB. The structured classification is PSC H379, Inspection-Cleaning Equipment and Supplies, and NAICS 561790, Other Services to Buildings and Dwellings.
Work is performed in Prescott, Arizona, and covers seven kitchen exhaust hoods across three buildings: two in Building 16 (Canteen), two in Building 151 (Domiciliary Kitchen), and three in Building 108 (Main Kitchen). Cleaning and inspection occur twice annually, in February and August. The acquisition is firm-fixed-price with a two-year base period and four optional two-year extension periods, with an estimated $9 million in total funding. The contractor furnishes all chemicals, supplies, labor, materials, tools, supervision, and equipment, and delivers pre- and post-cleaning photographs and written condition reports with corrective action recommendations. Contractors must verify exhaust and make-up air system operation and air discharge. Services are performed after standard operating hours (7 a.m. to 6 p.m.) with advance scheduling.
The prime SDVOSB must furnish two similar contract references, and subcontractors cannot satisfy that requirement. Five years of relevant experience can be met through documented proposed subcontractors or teaming personnel. The five-year TAB experience requirement has been waived. TAB work is excluded from cleaning visits and is performed only at commissioning, where it is separately authorized and priced outside the fixed CLIN pricing. Offerors must be registered in the SBA certification database and in VA's financial system through the 10091 webform on the Customer Engagement Portal. Invoicing is semi-annual through the Tungsten Network.
Amendment 0001 extended the response deadline to October 27, posted the Questions and Answers, and added a mandatory site visit on October 23, 2026. Amendment 0002 added the S06 Kitchen Exhaust Inventory. Offerors must acknowledge receipt of each amendment before the deadline, and failure to do so may result in rejection of the offer. The point of contact is David Odne, Contracting Officer, at david.odne@va.gov.
