About this file

This is a Questions and Answers document for solicitation 36C26227Q0034, addressing clarifications on contracting requirements and scope of work for kitchen exhaust hood cleaning and maintenance services.

The solicitation requires an SDVOSB (Service-Disabled Veteran-Owned Small Business) prime contractor with five years of relevant experience and two similar contract references. While the prime contractor must provide the references, five years of experience may be satisfied through documented proposed subcontractors or teaming personnel. The five-year TAB (Testing, Adjusting, and Balancing) experience requirement has been waived. The contract covers semiannual cleaning visits (two visits per year) for seven kitchen exhaust hoods, including complete exhaust system cleaning of ductwork, rooftop exhaust fans, access panels, and associated components with photographed documentation and condition reporting. During services, hood systems must be verified for exhaust and make-up air system operation and air discharge. Equipment specifications including hood dimensions, exhaust duct configurations, rooftop fan specifications, and equipment inventories are available. A site visit has been added to the amendment to allow contractors to evaluate equipment accessibility, cleaning requirements, and operational challenges. TAB work is not required during cleaning and inspection visits; TAB services are performed only at commissioning and will be separately authorized and priced outside the fixed Contract Line Item Number pricing. Past performance references must be provided by the prime SDVOSB contractor and cannot be satisfied by subcontractors.

Q and A for Solicitation 36C26227Q0034

1. The solicitation requires contractor personnel to have at least five years of relevant experience and to provide a minimum of two similar contract references. May the SDVOSB prime contractor satisfy this requirement through the documented experience of its proposed subcontractor or teaming personnel?

A. The SDVOSB prime contractor must provide two contract references. However, five years of relevant experience may be satisfied through the documented proposed subcontractor or teaming personnel.

2. Scope of TAB Services: Does the contract require actual airflow testing, adjusting, and balancing, or is TAB experience solely a qualification requirement for performing kitchen exhaust cleaning and inspection?

A. During services the hood system must be verified for exhaust and make-up air system operation and air discharge

3. Past Performance References: Can the two required similar contract references be provided by a qualified subcontractor performing the specialized services?

No, this is pertaining to the prime SDVOSB contractor.

4. Pricing Schedule Clarification: The pricing schedule identifies a quantity of 2.00 YR for each contract period. Does this represent two semiannual cleaning visits, or should contractors provide one annual price covering both visits?

This price represents 2 semi annual cleaning visits.

5. Equipment Specifications: Are hood dimensions, exhaust duct configurations, rooftop fan specifications, and equipment inventories available for the seven hoods identified in the statement of work?

A. Yes

6. Site Visit Availability: Will the government permit a site visit before the quotation deadline to evaluate equipment accessibility, cleaning requirements, and potential operational challenges?

A. A site visit has been added to the amendment.

7. Full Exhaust System Cleaning: Does the required scope include complete cleaning of the exhaust systems, including ductwork, rooftop exhaust fans, access panels, and associated components?

A. Yes, and photographed support.

8. We request clarification regarding the requirement stating that the contractor must have at least five years of experience conducting testing, adjusting, and balancing (TAB) analysis and corrections.

A. The five- year of experience will be waived

8. The scope and CLIN structure appear to cover only semiannual cleaning, inspection, photographic documentation, and condition reporting for the seven kitchen exhaust hoods. They do not identify TAB measurements, airflow testing, balancing corrections, acceptance criteria, certified TAB reports, or a separate CLIN for this work.

A. TAB would be a separate issue.

10. Is TAB analysis or corrective balancing work required as part of each service visit?

A. TABs are done at time of commissioning; I am not aware of them being during cleaning and inspections. So, No.

11. If TAB work is required, what systems must be tested, what measurements and acceptance criteria apply, and what report or certification must be delivered?

N/A

12. Should TAB corrections be included in the fixed CLIN price, or will corrective work be separately authorized and priced?

A. Separately.
