About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 4 is seeking qualified sources for fire extinguisher inspection services at the Wilkes-Barre VA Medical Center located in Wilkes-Barre, Pennsylvania. The contract will involve annual, 5/6 year, and hydrostatic inspections of approximately 300 fire extinguishers across multiple classes, including Dry Chemical A:B:C, CO2 B:C, Wet Chemical A:K, and Water Mist A:C, with all inspections conducted in accordance with NFPA Standard 10. Contractor requirements include having technicians with required certifications, performing inspections during standard business hours (7:30 AM to 4:00 PM Eastern Time, Monday through Friday), immediately reporting any extinguisher malfunctions, and providing detailed documentation of all work performed. All interested parties must maintain active registration in the System for Award Management (SAM) database and be verified in the Veteran Small Business Certification (VetCert) system. This is a Sources Sought notice only, meaning the government is not currently accepting bids but reserves the right to solicit proposals at a later date, with responses to this notice due by December 16, 2025, at 3:00 PM Eastern Time.

This procurement opportunity is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), reflecting the VA's commitment to supporting veteran entrepreneurship as established through the Kingdomware Technologies, Inc. decision and 38 U.S.C. 8127(d). The contract will be structured as a five-year Indefinite-Delivery Contract (IDC) with a base period from January 1, 2026, through December 31, 2026, followed by four optional 12-month renewal periods extending through December 31, 2030, providing stability and continuity for the selected contractor. No incumbent contractor information is provided in this pre-solicitation notice. While specific award values or budget ranges are not disclosed in the available documentation, the scope of approximately 300 fire extinguishers requiring multiple inspection types annually suggests a moderately valued contract over the five-year performance period. Interested SDVOSB vendors should submit their company name, address, point of contact information, phone number, email address, SAM UEI number, CAGE code, and tax identification number to the Contract Specialist Allan Tabliago by the December 16, 2025, deadline.
