About this opportunity
The Department of Veterans Affairs Network Contracting Office 6 is conducting market research for cleanroom laboratory testing services to support the Salem VA Medical Center's sterile compounding operations. The agency seeks an accredited clinical laboratory with ISO/IEC 17025 certification to perform analysis, incubation, and reporting of compounding personnel competencies and environmental testing in sterile compounding areas. These services must comply with USP 2023 version standards and VHA Directive 1108.12, as the Salem VAHCS clinical lab currently lacks the necessary certifications to perform this specialized testing internally. Interested vendors must respond via email to zanona.pickett@va.gov and provide comprehensive company information including socio-economic size, capabilities, FSS/GSA contract numbers, tax identification, and UEI numbers. The deadline for responses is October 3, 2025, at 1:00 PM Eastern Time, with no telephone inquiries accepted.
This opportunity does not utilize any set-aside designations and is classified under NAICS code 541380 (Testing Laboratories and Services) with a size standard of $19.0 million. The document notes that approximately 90% of VHA facilities currently send similar testing to external certified laboratories, indicating a widespread need across the VA system. The contract structure will include a base period plus four option years, with the performance period running from December 1, 2025, through November 30, 2030. Vendors must be registered in the System for Award Management (SAM) and those claiming Service-Disabled Veteran Owned or Veteran Owned Small Business status must hold SBA certification. The contracted laboratory will be responsible for dual incubation testing at specific temperature ranges (20-35°C), analyzing gloved fingertip tests and media fill tests, while the Salem VAHCS pharmacy will handle the initial competency and surface sampling procedures before shipping materials to the selected contractor.
