About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA) is conducting a Sources Sought notice for critical water testing services for VA Connecticut Healthcare System facilities in West Haven and Newington. The procurement falls under NAICS 541380 (Testing Laboratories and Services) with a small business size standard of $19 million. The primary objective is to support Sterilization Processing Services (SPS) through comprehensive monthly water testing, including bacteria, endotoxin, pH, organic carbon, conductivity, and alkalinity measurements according to AAMI ST-108-2023 standards. Interested vendors must submit responses electronically to Nathan.Langone@va.gov by February 6, 2025, at 5:00 PM EST, with submissions limited to 8 pages. The market research will help the Contracting Officer determine acquisition planning, size determination, and procurement strategy.
The solicitation indicates the requirement may be set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), or other small businesses, with the potential for full and open competition. The contractor will be responsible for approximately 84-96 critical water tests annually at various generation and use points, plus 24 utility water tests and maintaining 12 emergency/on-call testing slots. While no specific award value is mentioned, the work involves providing all necessary labor, materials, equipment, immediate sample shipping, and consolidated monthly reporting. Vendors must adhere to strict personal protective equipment (PPE) and contamination prevention protocols. No reimbursement will be provided for responses, and participants will not receive feedback on their submissions.

The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 541380 (Testing Laboratories and Services) SBA size standard $19 Million. VA Connecticut is looking for their own Sterilization Processing Services for all RME and medical equipment processing. SPS is a critical part of any Hospital as it ensures all clinical departments have a readily available supply of sterile equipment. One of the key pieces of equipment supporting any SPS is the Critical Water support. Both West Haven and Newington have large Reverse Osmosis based water treatment systems that provide a direct critical water supply to SPS personnel and equipment. The full SOW is attached below for reference.

Vendors are encouraged to submit information relative to their capabilities to fulfill this requirement, in the form of a statement that addresses the specific requirement identified in this Sources Sought.
