About this opportunity

The Department of the Air Force Materiel Command Test Center is soliciting prototype proposals for the demolition of an H2 Heater and associated equipment at Arnold Air Force Base, Tennessee, utilizing Other Transaction Authority under 10 U.S.C. 4022. The government seeks to award up to two firm-fixed price prototype agreements to validate vendors' capabilities for this complex demolition project, with the potential for one follow-on production agreement to be awarded to the most successful prototype vendor. Vendors must be registered in SAM.gov with no active exclusions and have completed a basic NIST SP 800-171 assessment in SPRS within the last three years to access the Distribution D classified drawings and documentation. The evaluation methodology includes four key factors: Vendor Risk Mitigation, Prototype Subcontracting & Execution Plans, Technical Approach, and Prototype Schedule, with vendors required to demonstrate past performance, technical demolition capabilities, and comprehensive project management skills. Proposals are limited to 10 pages and must be submitted by August 22, 2025, at 12:00 PM Central Time via email to the designated Agreements Officer and Specialist.

This solicitation does not utilize any set-aside designations and no current incumbents or contractors are identified in the documentation. The project involves demolishing industrial-grade heating infrastructure that has been out of service for over 40 years, including comprehensive removal of ducting, utility systems, heater components, and associated equipment for Leg-4 of the facility. The government plans to complete the heater removal by Quarter 2 FY27, with replacement heater procurement and construction targeted for completion by FY28. Work will be performed at Arnold Air Force Base in Tullahoma, Tennessee, with contractors required to comply with specific base road load restrictions including a 4-ton gross vehicle weight limit and varying axle load limits ranging from 18,000 to 33,600 pounds depending on the specific roads used. The solicitation does not specify exact award values or budget ranges, maintaining flexibility for vendors to propose cost-effective solutions within the prototype framework structure.
