About this file
The Statement of Objectives (SOO) outlines the requirements for demolishing an industrial-grade H2 Heater located at Arnold Air Force Base in Tennessee. The government seeks to remove the heater by Quarter 2 FY27, with the goal of completing replacement heater procurement and construction by FY28. Key contract objectives include developing a detailed Statement of Work, creating comprehensive plans for project management, risk management, and demolition, and ensuring all site preparation and safety requirements are met.
The SOO mandates multiple data deliverables from the contractor, including design drawings, project management plans with cost and schedule tracking, risk management strategies, a detailed demolition plan covering infrastructure protection, environmental considerations, safety, and site security, and regular reporting. The government will receive unlimited data rights to all technical documentation. The project aims to provide offerors flexibility in managing schedule, performance, risks, and subcontracts while maintaining clear government visibility into project progress. The solicitation is structured as a prototype project under 10 U.S.C. 4022, with potential for a follow-on production agreement based on the successful completion of the initial prototype project.
