About this file

This Statement of Objectives (SOO) details the demolition requirements for the H2 Heater at Arnold Air Force Base (AEDC). The project involves comprehensive removal of infrastructure, including ducting, utility systems, heater components, and associated equipment for Leg-4, which has been out of service for over 40 years. Key performance parameters require the contractor to: remove all specified ducting and equipment, cap remaining infrastructure, dispose of utility infrastructure, demolish heater components, analyze and manage removed soil, repair the demolition area, and provide detailed plans covering safety, environmental protection, waste management, site security, traffic control, and hazardous materials abatement.

The contractor must submit extensive documentation, including a demolition plan, infrastructure protection plan, safety plan, and structural stability analyses. Additional requirements include acquiring necessary permits (dig and environmental), adhering to base road load specifications, and complying with AEDC engineering and safety standards. The project is part of an Other Transaction Prototype (OTP) solicitation under 10 U.S.C. 4022, with potential for a follow-on production agreement, aimed at validating the vendor's capability to successfully demolish the H2 Heater and associated equipment.

Statement of Objectives (SOO)

Attachment 1 – Performance Parameters AEDC-Arnold AFB: H2 Heater Demolition

Facility Background

The Leg4 supply path and H2 heater were never activated, and the Leg-4 duct and its associated H2

Heater, valves, and controls have been out of service for over 40 years. To prepare Leg-4 for active service, several significant efforts must be completed, which include the demolition of the H2

Heater.

Existing Infrastructure

The existing H2 Heater is a large capacity process air heater fabricated and installed as shown on the following drawings:

See file - H2 Heaters SOO - Photos Drawings Distro D - 5-6-25 – Rev1 pages 3-35 for drawings

AEDC provides drawings as a reference resource; however, we do not warrant their accuracy.

Contractors must independently verify all dimensions and details on-site. AEDC disclaims any liability for designs developed based on drawings issued during the design process.

Performance Parameters

The following is a list of the critical Performance Parameters (PPs) required to meet the objective of this effort.

See file - H2 Heaters SOO - Photos Drawings Distro D - 5-6-25 – Rev1 pages 73-88 for drawings of assets to be demolished and removed from site.

1. The Contractor shall comply with all AEDC engineering and safety standards throughout the execution of this effort See ENGR-SHE-H2-DEMO-Rev0, pdf

2. Remove all ducting, with associated supports and equipment, downstream of the original supply valve locations and upstream of, and including, the last expansion joint before the 9’

Leg 4 duct. (H2 Heaters SOO - Photos Drawings Distro D - 5-6-25 – Rev1 pages 74)

3. The existing supply and discharge ducting that will remain in service shall be capped or plugged in compliance with the latest revision of ASME BPVC Section VIII Division 1.

4. The Contractor shall positively identify, demolish, and dispose of all utility infrastructure, including, but not limited to, natural gas, service air, fuel oil, steam, and electrical power.

a. All utilities shall be isolated or moved by AEDC TOS II contractor to the H2 heater such that it does not affect service to any other users.

b. All piping shall be capped or plugged in full compliance with ASME B31.3.

5. Removal of utility infrastructure shall include all associated equipment, including, but not limited to:

a. Piping and Tubing

b. Supports and Support Structures

c. Valves, Filters, or Other Process Components

d. Wires and Cables

e. Electrical Conduit

f. Cable Trays

6. The Contractor shall demolish and dispose all heater components, including, but not limited to:

a. Heater Support Structure

b. Burners

c. Blowers

d. Headers

e. Stacks

f. Tubes

g. Platforms

h. Lighting

7. The Contractor shall provide a complete analysis of any removed soil to identify any contaminants. Contaminated soil shall be disposed of in accordance with AEDC standards

See file ENGR-SHE-H2-DEMO-Rev0.pdf.

8. Following the completion of all demolition activities, the Contractor shall repair the heater area, including backfilling and grading to match the surrounding area, including any damage caused by heavy equipment or demolition activities. The current foundation shall be preserved along with the current bolts that hold the current H2 heater in place.

9. The Contractor shall provide a detailed demolition plan that includes, but is not limited to:

a. Demolition Plan document that includes detailed description of the demolition methods to be used, sequence of demolition activities, equipment to be used, schedule for the demolition, site layout plan showing demolition zones, staging areas, required access routes, setup areas for major equipment, and the requested laydown areas.

b. Infrastructure Protection Plan indicating how the Contractor intends to prevent damage to surrounding structures, equipment, and utilities.

c. Environmental Protection Plan that includes measures to prevent air, water and soil pollution, drainage and spill prevention for all fluids, dust control plan, erosion and sediment control plan, noise control plan

d. Waste Management Plan that includes a detailed plan for the segregation, handling, transportation, and disposal of demolition debris, including fluids.

e. Safety Plan that addresses all potential hazards, emergency response procedures, personal protective equipment (PPE) requirements, training requirements for demolition personnel, Site-Specific Health and Safety Plan (HASP)

f. Site Security Plan that includes access control procedures, perimeter security, surveillance and monitoring, emergency response plan, security incident reporting procedures, maintenance logs, communications plan

g. Traffic Management Plan that includes details for managing traffic around the demolition area, adhering to road load limits, necessary signage and barricades, flagging procedures

h. Maintenance and reliability documents including but not limited to lifting and access plans, repair plan for expected failures
