About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 19 is seeking to procure Magnetic Resonance Safety Expert (MRSE) Services to support MRI operations across five VA medical facilities. The contractor must provide certified personnel holding either a Board-Certified Medical Physicist credential with American Board of Magnetic Resonance Safety (ABRMS) certification or a Board-Certified Radiologist with ABRMS certification, with documentation provided annually. Services include mandatory in-person emergency response within 72 hours when required, participation in MRI system planning and installation (estimated 10 hours annually per site), and remote services encompassing quarterly safety committee meetings, implant reviews, protocol development, compliance audits, and regulatory guidance (estimated 66-77 hours annually per site). Award will be made to the responsible offeror whose offer is most advantageous to the Government based on a two-factor evaluation methodology prioritizing technical capability and price, with no discussions anticipated unless the Contracting Officer determines they are necessary. Questions must be submitted by February 18, 2026, and quotes are due by February 25, 2026, at 10:00 AM Mountain Time via email to Contract Specialist Christine Jarvis.
This solicitation is a 100% set-aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 541690, and no incumbent contractor is identified in the solicitation documents. The contract has an estimated value of $19 million for a firm-fixed price Indefinite-Delivery Indefinite-Quantity (IDIQ) agreement with a five-year period of performance from May 1, 2026, through April 30, 2031, consisting of a 12-month base period and four one-year option periods. Services will be provided at five locations: Oklahoma City, Oklahoma; Grand Junction, Colorado; Cheyenne, Wyoming; Salt Lake City, Utah; and Fort Harrison, Montana, with the facilities operating seven total MRI magnets across multiple manufacturers. SDVOSB offerors must maintain valid VetCert verification in the VA Vendor Information Pages at submission and award, and prime contractors are limited to paying no more than 50% of the contract amount to non-SDVOSB subcontractors for services. Prevailing wage rates and fringe benefits apply based on Department of Labor wage determinations specific to each geographic location.
