About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is soliciting contractors to provide bacterial water line sampling and testing services for dental unit water lines at two medical facilities in North Carolina. The contract requires monthly heterotrophic plate count (HPC) testing in accordance with Standard Method HPC 9215A, with samples collected from 13 dental units across 26 dental chairs at the Fayetteville VA Medical Center and Wilmington Health Care Center. The solicitation encompasses a base year plus four option years, with specific requirements for 45 monthly tests at Fayetteville VAMC and 30 quarterly tests at Wilmington HCC, totaling approximately 1,090 samples annually. The government will evaluate proposals using the lowest-price technically acceptable criteria, with contractors required to submit three factors in their proposals. The original proposal deadline was extended multiple times, with the final submission deadline set for June 13, 2025, at 10:00 AM EDT, and contract performance scheduled to begin on June 16, 2025.

This opportunity is designated as a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 541380 for Testing Laboratories and Services. The previous contract for these services was identified as 36C24624P1158, indicating an existing relationship for similar work. The estimated total contract value is up to $19 million over the potential five-year performance period, covering both the base year and four option years. Sample collection must occur at both North Carolina locations, with the government preferring collection during the second week of each month, though contractors will be responsible for their own travel and accommodation costs. The work will be performed at the Fayetteville VA Medical Center and Wilmington Health Care Center, with contractors required to ensure their technicians are properly trained on sample collection methods and testing protocols.

Can the government provide historical data for the past three years for the number of retests required at Fayetteville VAMC?

The Government will not provide historical data for the retests.

Can the government provide historical data for the past three years for the number of retests required at Wilmington VA Clinic?

The Government will not provide historical data for the retests.

Can the government indicate what percent of the total number of retests allotted in item number 0003 could be expected for each location?

We cannot predict that because we do not know if the lines would fail or pass until results come back from the Lab. If samples are taken 2nd week of every month, this would reduce number of retest incase we fail because we can always pick chairs that failed and add to the new rooms that needs to be tested.

Would the government consider separating the NTE for retests into separate CLINS for each location and an approximation of retests for each location?

No, we could not do that because the 2 clinics are on same contract.

The start date for the solicitation is 16 JUNE 2025, can the government confirm if collections will be needed for June at both locations?

Yes. Collections will be needed at both locations.

Section 3 of E.1 Instructions to Offerors shows 3 Sections to submit, Offer Form, Pricing, and Representations and Certifications to be submitted then in Section 6 there are 3 Factors listed, can the government clarify that all Factors listed in Section 6 must be submitted and is it acceptable to provide all factors in one document or does the government require 3 separate documents?

All factors in section 6 must be submitted, with the only exception being factor 2: past performance. As per part of factor 2 s description: Quoters with no relevant past performance or whom information is not available, shall not be evaluated favorably or unfavorably on past performance, but may be considered less favorably than a quoter with favorable performance history. It is not required, but it is recommended that past performance be submitted.

All factors can be submitted in one document, or in three (3) separate documents.

Could you please confirm whether any specific certifications, documentation, or approvals are required for the technician to perform the sampling portion of this contract? Or is relevant experience sufficient?

Contractor needs to train technician on proper way to collect samples according to Lab specification

Did the previous contractor use SM 9215A? Is that a requirement or can SM 9215B or 9215E also be used?

Standard method HPC 9215A

Page 36 - 2. Technical Questions shows questions are due by 6:00PM EST on June 6th, 2025 (Friday) and the 3. Offer Submission shows proposals are due by 1:00PM EST on June 9th, 2025 (Monday). Can you clarify if the due date is correct as there wouldn t be time for the questions and answers to be provided (during business hours) and Offerors to prepare responses.

The due date for questions and submissions are to be updated. Technical questions are now due June 9th, 2025 at 2pm. Offer submissions are due June 11th, 2025 at 2pm.

B.2 shows POP as 06-16-2025, is this estimated or expected start date?

This is the estimated start date. Actual start date may vary.

The government has indicated that 75 samples are required each month to fulfil both monthly and quarterly testing requirements. We would like to clarify the expected frequency of technician visits to the facility. To help minimize travel and accommodation costs for the government, we respectfully request confirmation on whether a single visit per month to collect and ship the samples to our lab would be acceptable.

The government prefers the pick-up of samples to be the 2nd week of every month for both locations, so that if there is a retest to be done, it can be done as a fresh month s test. The pickup does not need to be the same day for both stations, as the drive from Fayetteville to Wilmington is around a 1 hour and 45-minute drive. The Government will not pay for travel and accommodation costs. However, if the vendor wishes to do a single trip between both Fayetteville and Wilmington, the vendor may do so.

Pertaining Line Item 3, The government has noted a not-to-exceed quantity of 190; could you please provide the anticipated frequency for this CLIN?

This CLIN may not be needed if the pick-up is done as explained in question 3. The frequency is dependent on if the sample fails.

What is the incumbent contract for this service?

The previous contract for this service is 36C24624P1158.

Are there additional site visit tour days available for this solicitation?

The government is currently not planning to offer any additional site visit tour days for this solicitation.

In the SOW, in section 2 (pg. 9), it says Fayetteville will need 9 chairs (45 samples) tested the first two months of each quarter, and 8 chairs (40 samples) the third month (total of 520 sample a year), and Wilmington will need 6 chairs (30 samples) collected only once a quarter. However, in the CLINS and section 3. Description of Supplies/Services, it says 45 tests per months for Fayetteville (total of 540 samples a year) and 30 samples per month for Wilmington (totaling 360 samples a year). Which is the correct amount?

45 tests per months for Fayetteville (total of 540 samples a year) and 30 samples per month for Wilmington (totaling 360 samples a year).
