About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 seeks critical and utility water sample collection, testing, and reporting focused on ionic characteristics at its Western Colorado Health Care System facility in Grand Junction, Colorado, with quotes due September 18, 2026, and questions due September 3, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside; offerors must be verified in the SBA Small Business Certification database at time of quote submission and award.

Place of performance is 2121 North Avenue, Grand Junction, Colorado 81501. The contract type is Firm Fixed Price. The NAICS code is 541380 (Testing Laboratories and Services); the PSC is H146. Prevailing wage determination 2015-5489 Rev 30 applies.

The contractor must hold environmental microbiology accreditation from a nationally recognized body (EMLAP, NELAP, or equivalent), maintain current calibration records for all testing equipment spanning three years, and ensure personnel are fully trained to AAMI ST108 Water for the Processing of Medical Devices. Testing encompasses four contract line items: monthly comprehensive water testing at seven locations, quarterly comprehensive water testing at six locations, annual critical water testing for ionic characteristics, and non-routine comprehensive water testing for failed tests or infrastructure modifications. Services are scheduled Monday through Friday, 7:30 a.m. to 5:00 p.m., excluding federal holidays. The period of performance is one base year (September 30, 2026 to September 29, 2027) plus four option years. Testing results must be reported within five business days of collection.

Quotes must be submitted by email to jacqueline.obryan@va.gov and include technical capability specifications, the completed VA Notice of Limitations on Subcontracting certificate (mandatory; offers without it are ineligible), itemized pricing by period of performance, laboratory certifications, three years of calibration records, and past performance questionnaires from similar contracts completed within the last three years. Contractors awarded under this set-aside cannot subcontract more than 50% of government payment to non-certified SDVOSB/VOSB firms. Award will be made on an all-or-nothing basis to the responsible offeror whose offer is most advantageous considering technical capability, subcontracting compliance, price, certifications, and past performance. Delivery is F.O.B. Destination.
