About this opportunity

The U.S. Army Corps of Engineers, St. Paul District, is soliciting quotes for the furnishing and delivery of 2,000 tons of riprap (quarried stone) materials to support bank protection efforts along the Upper Mississippi River near Pool 11 Guttenberg Ponds. The riprap must meet strict material specifications including specific gravity between 2.55 and 2.75, an aspect ratio not exceeding 3:1, and proper gradation as defined in contract documents, with material sourced from approved quarries in Iowa and Wisconsin. Key contract requirements include providing heavy equipment to load materials directly onto Government barges using methods that limit rock drops to no more than two feet, submitting material sources for approval within seven calendar days of award, and conducting gradation testing using specified methods with minimum sample weights of 5,500 pounds. Award will be made to the lowest responsive bid without consideration of other factors such as barging efficiency, and all offerors must be registered in the System for Award Management (SAM) with completed Representations and Certifications prior to award. The original quote due date of January 29, 2026 has been extended to February 3, 2026 via Amendment 0001, which also removed restrictions on quarries visible from the Mississippi River and provided vendor questions and government responses clarifying contract specifications and operational requirements.

This solicitation is designated as a Total Small Business set-aside with a North American Industry Classification System (NAICS) code of 212319 (Other Crushed and Broken Stone Mining and Quarrying) and a small business size standard of 500 employees. No incumbent contractor or award value has been identified in the solicitation documents. The 2,000-ton delivery is scheduled between March 1, 2026 and May 1, 2026, with anticipated daily delivery rates varying between 100 and 800 tons per day as designated by the Contracting Officer, and deliveries occurring Monday through Thursday between 8:00 a.m. and 4:30 p.m. local time. The Contracting Officer will provide 15 calendar days' advance notice before delivery commencement. The place of performance is located between River Miles 640 to 605 of the Upper Mississippi River, roughly between Prairie Du Chien, Wisconsin and Cassville, Wisconsin, with physical stockpile operations at Cassville, WI 53806. This is a Firm, Fixed-Price contract conducted under Simplified Acquisition Procedures (FAR Part 13) as a Request for Quote (RFQ), with all solicitation documents available exclusively through SAM.gov.
