About this file
This file is a Vendor Questions and Responses document addressing contractor inquiries regarding the Guttenberg Ponds Rock Supply RFQ (Solicitation W912ES26QA014). The document clarifies contract specifications and operational requirements for the riprap delivery project.
The responses confirm that contractors must strictly adhere to contract specifications for rock gradation and sourcing, with no exceptions for quarries visible from the Mississippi River. Award will be based on lowest bid without consideration of barging efficiency. The Government will accommodate ramp-and-dump loading methods, provided contractors supply required equipment and ramps per solicitation requirements; however, rock placement on Government barges is restricted to methods preventing drops greater than two feet onto the barge deck surface. Regarding delivery timing, the Contracting Officer will provide 15 calendar days' advance notice before delivery commencement, with deliveries anticipated between March 1, 2026 and May 1, 2026. These clarifications ensure all bidders understand critical performance requirements and evaluation criteria for the 2,000-ton riprap material delivery to the Upper Mississippi River stockpile location.

Text version
Q - There is a quarry on pool 10 that can be seen from the Mississippi River. Would USACE accept rock from that quarry?
A - Contractors must follow contract specifications.
Q - For rock gradation, how much allowance above 200 pounds?
A - Contractor must follow gradation specifications identified in the solicitation.
Q - Do you go with the lowest bid or do you take into consideration less barging of the rock as a price factor?
A - As stated in the solicitation, lowest bid. We will not take into consideration less barging as long as the loading is in accordance with the SOW.
Q - Loading process - Does the rock have to be set on the barge with an excavator, or could there be a ramp to drive on to dump rock onto the barge?
A - Government equipment can accommodate ramp and dump loading. Contractor would need to supply ramp(s) and equipment per solicitation requirements.
A - Per the solicitation SOW, “Delivery of riprap by the Contractor will include placing material directly from the delivery trucks onto USACE material barges. Rock will be required to be placed on Government barges by a method that does not allow rock to fall greater than two feet onto the barge deck surface."
Q - Is there a more exact date for rock delivery?
A - As stated in the SOW, the Contracting Officer will notify the Contractor 15 calendar days in advance of when delivery is to commence. It is anticipated that delivery will occur between 01 March 2026 and 1 May 2026."
