1.5.3 Riprap Payment. Payment will be made for furnishing all materials, equipment and labor and performing all operations necessary for delivering Riprap to locations as shown and specified.

2 RIPRAP

2.1 MATERIALS.

2.1.1 General. Riprap material will be durable quarried stone of suitable quality to ensure permanence in the Upper Mississippi River environment. Stone will be free from cracks, blast fractures, bedding, seams, and other defects that would tend to increase its deterioration from natural causes. A crack is considered to be detrimental if it is more than 4 mil wide and is continuous for one-third the dimension of at least two sides of the stone.

The stone will be clean and reasonably free from soil, quarry fines, and contain no refuse.

2.1.2 Specific Gravity. All Stone will have a specific gravity of not less than 2.55 and not more than 2.75.

2.1.3 Riprap Shape. The maximum aspect ratio (greatest dimension: least dimension) of any piece of stone for size ranges will be not greater than 3:1 when measured across mutually perpendicular axis. ASTM D4791 will be used as a guide to perform the test.

2.1.4 Riprap Gradation. Riprap will be reasonably well graded within the specified limits shown on the riprap gradation plot contained in Attachment 2 to permit construction of relatively dense riprap sections. Inclusion of objectionable quantities of dirt, sand, clay, rock fines, or other deleterious materials will not be allowed or measured for payment.

2.1.5 Riprap Gradation Processing. On the same date the Contractor provides the submittal for material sources, they will also submit their method of processing riprap at the quarry for approval. The method will preclude the inclusion of objectionable amounts of fine material and organic matter. All riprap will be processed in accordance with the approved method.

Quarry-run riprap material will not be accepted. All rock designated for use as riprap will be processed over a vibratory grizzly or by an approved method to unsure the exclusion of poor-quality rock.

2.2 DOCUMENTATION: Documentation in the form of load tickets will be provided from the material supplier for each load of riprap delivered to the site verifying that the material meets the requirements for riprap as specified.

2.3 SOURCES AND EVALUATION.

2.3.1 Approved material sources are provided in Attachment 1. The Contractor may elect to furnish rock from another source or sources not listed in Attachment 1, provided the source is approved by the Contracting Officer and meets the conditions hereinafter stated.

If the Contractor proposes to furnish materials from a source not listed, a Government Geologist will make such investigations and evaluations as necessary to determine if materials meeting the requirements of this contract can be produced from the proposed source. The Contractor will be responsible for making its own investigations for sources of suitable materials and for making its own arrangements with the owners of the quarries or land for procuring the required quantities of suitable materials.

2.3.1.1 Within 7 calendar days after award of the contract, the Contractor will designate and submit for approval only one source or combination of sources from which it proposes to furnish the materials specified. If the Contractor proposes to furnish materials from a source or from sources not listed in Attachment 1, it may designate only a single source or a single combination of sources from which to furnish the material specified. Samples for acceptability testing will be provided as required by the PARAGRAPH 2.4: Tests for Acceptability. If a source for materials so designated by the Contractor is not approved for use by the Contacting Officer, the Contractor will not submit for approval other sources but will furnish the materials from approved sources selected from the list in Attachment 1, at no additional cost to the Government.

2.3.1.2 Approval of a source of material is not to be construed as approval of all material from that source. The right is reserved by the Government to reject materials from certain localized areas, zones, strata, or channels when such materials are unsuitable as determined by the Government Geologist. Materials produced from an approved source will meet all the requirements of this specification.

2.4 TESTS FOR ACCEPTABILITY OF ALTERNATIVE SOURCE MATERIAL.

2.4.1 Quality tests and service records will be used to determine the acceptability of stone materials. In the event suitable test reports and satisfactory service records are not available, as in the case of newly operated sources, the materials will be tested to determine acceptability. Tests to which the materials may be subjected to include petrographic analysis, specific gravity, soundness, abrasion, absorption, freezing and thawing, and other tests considered necessary to demonstrate acceptability. Tests will be made by, or under the supervision of, the Government and at the Government’s expense.

2.4.2 Samples. When directed by the Contracting Officer, suitable samples of materials will be submitted for approval prior to delivery of materials to the work site. Samples will be obtained by the Contractor, in the presence of the Contracting Officer or its designated representative and delivered at the Contractor’s expense to a point designated by the Contracting Officer, at least 15 days in advance of the date that the material is required to be delivered.

2.5 RIPRAP GRADATION TESTING.

2.5.1 General Requirements. Gradation tests will be performed by the methods and frequency listed below. Testing listed herein will be completed by and at the expense of the Contractor. Gradation testing results, including failed tests, will be submitted utilizing the gradation plot for the required riprap gradation and the WORKSHEET FOR GRADATION ANALYSIS OF RIPRAP. The worksheets for methods A and B discussed in detail below are included in Attachment 3. (gradation plots and blank copies of the worksheet are included in the attachments section). The Contracting Officer will direct the time and location of sampling, unless waived. The Contracting Officer will be informed 24 hours before each test is to be performed. The Contracting Officer will be informed immediately of test results and draft copies of test results will be submitted at the Contracting Officers request. Tests performed on material that does not meet gradation and shape requirements will not be counted as part of the tests required.

2.5.2 Test Method A. Test method A will consist of weighing all stones larger than 5 pounds in a sample. Five to seven weight classes will be selected within the range of stone sizes.

Each stone will be weighed and recorded on the worksheet for method A and the calculations on the worksheet will be performed and recorded. The weight of stones will be summed for each weight class; after which calculations and a plot of the gradation will be completed in accordance with accepted practice for soil and aggregate gradations.

2.5.3 Test Method B. Test method B will consist of separating the stones into 5 to 7 piles, ordered by size. The sample will be separated on a clean, hard surface that is free of smaller stones that could become mixed with the sample. The stones will be visually screened to place them into appropriate piles. All stones will be separated and placed into a pile before weighing. After separating, the smallest and the largest rock in each pile will be weighed and recorded. The stones will be adjusted as necessary so that the weight classes do not overlap. After adjustment is adequate and weight classes have been established, each pile of stone will be weighed and recorded on the worksheet for method B. Calculations and a plot of the gradation will be completed in accordance with accepted practice for soil and aggregate gradations.

2.5.4 Scales. Accuracy of scales will be as required in PARAGRAPH: Riprap Measurement.

2.5.5 Testing. A sample will be obtained from each approved material source or combination of sources for the gradation required and tested in accordance with either method A or B. A satisfactory test will be obtained from each source or combination of sources for each gradation prior to hauling any riprap from that quarry. All samples will have a minimum gross weight of 5,500 pounds.

2.5.6 Testing Frequency. One satisfactory gradation test will be required prior to bringing materials on site. One additional satisfactory gradational test will be required during riprap delivery. The Contracting Officer will notify the Contractor when to conduct this second test. Tests that do not meet gradation requirements will not be counted.

2.5.7 Corrective Action. If materials fail to meet gradation or shape requirements, the

Contractor will adjust their operations and verify with necessary tests that acceptable materials are being produced, or it will propose another source and verify, with necessary tests, that acceptable material can be produced from that source.

3 EXECUTION.

3.1 SCHEDULE FOR MATERIAL DELIVERY. Within 7 calendar days after award of the contract, the

Contractor will designate and submit for approval the method the contractor plans to load rock on barges. Whether loading with machine or driving truck or end loader on to barge.

The Contracting Officer will notify the Contractor 15 calendar days in advance of when delivery is to commence. The Contractor will provide the riprap gradation submittals for approval no later than 7 calendar days prior to delivery of materials to the specified delivery location. It is anticipated that delivery will occur between 01 March 2026 and 1 May 2026. Delivery will commence no later than 15 calendar days following the Contracting Officer’s notification and will continue on consecutive workdays until completed, unless directed otherwise by the Contracting Officer. The delivery period will be between the hours of 8:00 a.m. and 4:30 p.m. (local time), Monday through Thursday. No deliveries will be made on weekends or on Federal holidays.

3.2 COORDINATION. The Contractor will not block access to the loading docks or access routes at the delivery site for extended periods of time and will coordinate access routes with the following:

Mr. Christopher Stai Chief, Maintenance and Repair

651.290.5144 (office) 612.790.2675(mobile) Christopher.J.Stai@usace.army.mil

3.3 DELIVERY LOCATION. Within 7 calendar days after award of the contract, the Contractor will designate and submit for approval the delivery location. All riprap material required under mailto:Christopher.J.Stai@usace.army.mil this contract will be delivered on existing roads. The loading of riprap will take place between River Miles 605 to 640 of the Upper Mississippi River. The Contractor will provide the Contracting Officer with the proposed loading site and method of loading of barges as a part of bid submission which will be reviewed prior to contract award. Proposed load site may be in Wisconsin or Iowa. Site must have adequate river depths which will allow access for USACE fleet and allow for safe mooring of Government barges. At no time will the load site selected by the contractor impede or otherwise interfere with the normal navigation of commercial barge traffic. It is intended that material is directly loaded onto USACE material barges.

3.4 DELIVERY. Delivery of riprap by the Contractor will include placing material directly from the delivery trucks onto USACE material barges. Rock will be required to be placed on Government barges by a method that does not allow rock to fall greater than two feet onto the barge deck surface. This will minimize damage to Government barges due to rock impact. Regardless of the delivery method, rock must be uniformly distributed on Government barges to load at approximately 120-500 tons per barge load. The Government will be able to supply 3 to 4 barges to be filled at a time. It will not be acceptable to simply dump rock directly on the barge surface without a method of full and even distribution. It is recommended that the Contractor utilize a long reach excavator or material handler to safety load and arrange rock onto barges. Specifications of the Government barges will be between 110 – 120 feet long by 26 – 30 feet wide. Load amounts of rock per barge may vary between 120 -500 tons depending on the loading arrangement, placement site water depth, and/or ramp configuration.

Contractor must provide at least two (2) pieces of heavy equipment (ie, bulldozers, wheel loaders, etc.) to serve as anchoring points for (1) USACE barge to be loaded at a time if mooring cells or davits arc not available at load site. USACE towing vessels will bring and retrieve (1) barge at a time to/from loading site. Equipment must be fully operational and capable of adjusting the position of barges, as needed. Contractor must provide bank wires or lines to secure barges.

Delays by the Government to ensure a safe work environment may occur due to equipment maintenance, breakdowns, water levels, or any number of river or weather conditions that may arise during the course of deliveries. Additionally, the Government may need to temporary halt the receiving of rock in event of forementioned events.

3.4.1 Load Restrictions. Delivery trucks used by the Contractor will meet load restrictions for all roadways used to deliver the riprap.

3.4.2 Delivery Truck Requirements. Delivery trucks used by the Contractor for placing riprap into stockpiles will be straight-line end dump trucks. Use of articulated end-dump trailers, side dump, or belly dump trailers will not be allowed.

3.4.3 Delivery Rate. The riprap material delivery rates will vary between 100 tons and

800 tons per day, as designated by the Contracting Officer. The Contractor will be required to increase or decrease the delivery rate within the above stated delivery rate range daily until the required quantity of material is met.

3.4.4 Crane option. If barges are loaded mechanically with excavator or crane, the Government would be able to load up to 1,500/tons/day; the Government would be able to utilize larger material barges and more barges.

3.5 QUALITY CONTROL. The Contractor will establish and maintain quality control and will maintain records of the quality control for work under this section to ensure compliance with contract requirements. A copy of inspections and tests, as well as corrective actions taken, will be furnished to the Government.

3.6 SAFETY. The Contractor will comply with all state and Federal OSHA requirements as well as all pertinent provisions of the latest version of the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1 as they pertain to the work required in this scope of work. If a conflict exists between the guidance provided between the sources listed above, the Contractor will follow the most stringent standard given.
