About this opportunity
The Department of State US Embassy Guatemala City cancelled RFQ 19GT5026Q0047 on August 24, 2026, with no award made for the design and delivery of one hybrid photovoltaic solar system intended for the Office of Immigration Assistance in Valle Nuevo, Jutiapa, Guatemala.
The original solicitation, posted July 6, sought a hybrid system comprising photovoltaic generation, an 80 kWh lithium battery bank (LiFePO4 type), and a three-phase hybrid inverter rated at minimum 50 kW with 98% efficiency, designed to support approximately 3,000 kWh monthly energy demand and maintain operations during power outages and voltage variations. The system was to integrate with an existing backup generator via an Automatic Transfer Switch and Energy Management System, operate at 220V single-phase power, and provide a minimum 8-hour runtime capability for critical loads (excluding air conditioning). Place of performance is Guatemala City, Guatemala. The contract was firm-fixed-price, payable in U.S. dollars, with the contractor responsible for all labor, materials, transportation, customs clearance, and installation. Work was to commence within five calendar days of award and complete within 60 calendar days. Deliverables included design calculations, PVsyst simulation, single-line plans, shop drawings, AS-built documentation, operation and maintenance manuals in English and Spanish, training for four designated personnel (8 hours on-site), and proof of system functionality testing. The contractor was required to be SAM-registered, carry general liability insurance with minimum $5,000 per occurrence and $10,000 cumulative coverage, and demonstrate comparable solar/renewable energy projects completed within the prior two years. Award was to be made to the lowest priced, technically acceptable, responsible offeror on an all-or-none basis. Amendment 0001 (August 5) extended the quotation deadline from August 4 to August 14. The contracting officer stated that a new solicitation with an updated statement of work will be issued at a future date.
Notice text
The central aim of this acquisition initiative is the design and implementation of a hybrid solar system in the Office of Immigration Assistance located on the border of Valle Nuevo, Jutiapa, to guarantee operational continuity, energy efficiency and institutional sustainability in a strategic installation of the Government of Guatemala, that fulfill or exceed the requirements of the
statement of work (SOW) detailed in this document.
The office has an energy demand of approximately 3,000 kWh per month, mainly derived from computer systems, servers, lighting and administrative support equipment essential for immigration care and border control.
Due to the critical nature of the operations carried out in this facility, it is essential to have a reliable energy system that allows services to be kept running during power outages, voltage variations or failures in the public grid.
Border facilities are usually located in areas where the following may occur voltage variations, power outages, or instability of supply.
