About this file

This document is an Amendment of Solicitation (Amendment 0001) issued by the American Embassy Guatemala City's General Services Office (GSO) Procurement Section, effective August 4, 2026. The amendment modifies RFQ 19GT5026Q0047 for a hybrid photovoltaic solar system installation at the Instituto Guatemalteco de Migración (IGM). The solicitation deadline for quotations has been extended to Friday, August 14, 2026, and the Questions and Answers document has been incorporated as an official attachment. All other terms and conditions of the original solicitation remain unchanged.

The Questions and Answers clarify key technical and operational requirements for the hybrid photovoltaic system. The system must support critical power and lighting loads (not air conditioning) with a minimum runtime of 8 hours using an 80 kWh battery capacity. The solution requires integration with an existing electric generator through an Automatic Transfer Switch (ATS) and Energy Management System (EMS) operating at 220V single-phase power, with Zero Export mode preventing unauthorized parallel operation and energy export to the generator. Training of four designated personnel requires 8 hours of on-site instruction. Bidders must apply for self-producer authorization with IGM, incorporate the existing backup generator and separate port of entry in the design, and coordinate all work schedules with the Contracting Officer's Representative. The facility operates 24/7 with peak activity on Tuesdays and Fridays. IGM will provide non-potable water and electricity during construction and restroom access. Attached electric bills document current monthly consumption of approximately 2,200–3,600 kWh.

RFQ 19GT5026Q0047- Hybrid photovoltaic solar system

Questions and Answers

Q1. The batteries are specified to have a total capacity of 80 kWh. Was this figure calculated to support critical loads during the indicated 8–12 hours of runtime, or is it a minimum that can be adjusted?

R1. The critical loads are power and lighting, AC is not included for this system, and the minimum runtime is 8 hours.

Q2. Maintenance/operation training is listed as a separate item. How many hours of training are expected, for how many people, and in what format—in-person or remote?

R2. For the designated personnel (4 people) we require 8 hours of on-site training.

Q3. Is it necessary to apply for self-producer authorization on the National Migration Institute (IGM) behalf?

R3. Yes, is necessary to apply on IGM behalf.

Q4. Is a single-line diagram or electrical floor plan of the site available? What is the site’s voltage?

R4. Site voltage is 220 V. Please be advised there are no drawings of the electrical installations available.

Q5. Is there an existing transfer switch (ATS/UPS), or should it be included in the scope of work?

R5. The hybrid photovoltaic system must be integrated with the existing electric generator using an Automatic Transfer Switch (ATS) and an Energy Management System (EMS). The solution must prevent unauthorized parallel operation between the generator and the photovoltaic system, prevent the export of energy to the generator (Zero Export mode), automatically coordinate operation between the power grid, the battery bank, the photovoltaic system, and the generator set, and ensure uninterrupted power supply to critical loads.

Q6. Does three-phase power need to be installed?

R6. No, there is no need to install three-phase power.

Q7. Will the design be based on just one meter or both energy meters?

R7. Just one, the electric meter that controls the power and lighting.

Q8. Will photographs of meter bills showing current consumption be provided?

R8. Yes, electric bill is attached to this document.

Q9. Do you provide access to restroom facilities?

R9. IGM will provide access to restroom facilities.

Q10. Do you provide water and electricity services?

R10. IGM will provide non potable water and electricity.

Q11. Please confirm the schedule during which work will be authorized

R11. IGM offices work 24/7. Potential offerors must consider that the busiest days are Tuesdays and Fridays. All work schedules must be coordinated with COR.

Q12. Will backup generator and the separate port of entry need to be considered in the plan?

R12. Yes, backup generator and the individual port of entry must be considered.
