About this opportunity

The Department of the Air Force Pacific Air Forces is seeking to procure one hundred rental vehicles for a local exercise on Guam, with a specific requirement for 64 five-passenger sedans and 36 seven-passenger vans from June 30th to August 29th, 2025. The solicitation (FA5004-25-Q-0028) is structured as a competitive procurement targeting small businesses under NAICS code 532111. Potential vendors must be registered in the System for Award Management (SAM) and submit their quotes electronically by 12:00 PM AKST on May 27th, 2025, with quotes remaining valid for at least 60 days. The award will be determined based on total price and the most advantageous offer to the government, with vendors required to include three mandatory attachments: Clauses and Provisions, Statement of Work, and Service Contract Act Wage Determination. Potential offerors must submit any questions about the solicitation in writing by May 21st, 2025, at 10:00 AM AKST.

The contract is exclusively set aside for small businesses with a size standard of $47,000,000, and will be performed at 143 Edward, E T Calvo Memorial Parkway in Tamuning, Guam. The vehicles must be no more than 5 years old, under 150,000 miles, and fully functional, with delivery and pickup coordinated at Won Pat International Airport. The contractor will be required to maintain automobile liability insurance of $200,000 per person and $500,000 per occurrence, and provide 24-hour vehicle replacement capability. Interestingly, the government notes that funds are not currently available, and the contract is contingent upon future appropriations. The potential contract includes a provision for potentially adding three additional sedans from August 30th to September 30th, 2025, with payment processed through Wide Area Workflow (WAWF) upon vehicle return. The total rental period is set for a maximum of 60 days, aligning with the military exercise's transportation requirements.
