About this opportunity

The U.S. Embassy in Kathmandu, Nepal, through the General Services Office, is seeking a qualified vendor to establish a Blanket Purchase Agreement (BPA) for airport expediting services. These services encompass meeting and escorting guests during arrivals, assisting with immigration and baggage procedures, and coordinating departures including check-in, baggage screening, and immigration escort. The Department of State will evaluate quotations based on acceptability, responsibility, and compliance with FAR 9.1 criteria, which include assessment of the offeror's financial resources, performance capability, integrity, organizational structure, relevant experience, equipment, and legal eligibility. Prospective vendors must be registered in the System for Award Management (SAM) prior to quotation submission and must submit all required documentation including completed SF-1449 forms, pricing schedules, representations and certifications, and proof of SAM registration. Quotations are due electronically to KTMContracts@state.gov by April 26, 2026, at 1700 hours local time, with award anticipated to the lowest-priced, acceptable, responsible offeror.

This procurement carries no set-aside designation and represents a firm fixed-price contract with a maximum value not to exceed NPR 20,00,000.00 (approximately $15,000 USD) for a one-year performance period with no renewal options. The contract pricing must include base service costs plus a separate 13% Value Added Tax (VAT) line item on all invoices. Services will be performed on a requirement basis at Tribhuvan International Airport in Kathmandu, Nepal, with job completion reports required immediately upon service completion for both arrivals and departures. No incumbent contractor or prior award information has been identified in the solicitation documents. The contracting office has classified this requirement under NAICS 541614 (Process, Physical Distribution, and Logistics Consulting Services) and PSC R706 (Support-Management: Logistics Support).
