About this opportunity
The U.S. Department of State Bureau of Global Acquisitions has awarded a sole-source cost extension to Deloitte Consulting under the Program Management Support Services Blanket Purchase Agreement (PMSS BPA 19AQMM19A0280, Call No. 19AQMM21F7091) on a limited sources justification basis.
The extension provides mission-critical services for the Center for Analytics and the Division for Counter Threat Finance and Sanctions, supporting over 50,000 users across 30+ bureaus. Services include artificial intelligence development and adoption, data engineering and testing, sanctions and investigation support, AI governance and compliance, enterprise data strategy, and technical infrastructure maintenance across Microsoft Azure Government Cloud and Palantir. The period of performance extends from September 30, 2026, through September 29, 2027, with two additional six-month option periods that would extend performance through September 29, 2028, if exercised.
The justification cites GSAR 538.7104-3, designating this as a logical follow-on to a competitively awarded FSS order based on economy and efficiency. Formal market research was not conducted due to timeline constraints and the specialized mission-critical nature of the work; informal research confirmed Deloitte as the only contractor embedded within the Department's classified sanctions analytics mission with fully cleared personnel and established workflows deployed across multiple bureaus. The Contracting Officer determined the extension represents best value at fair and reasonable pricing based on prior BPA competition. The Department plans to conduct limited competition for a follow-on contract under the EVOLVE Indefinite Delivery Indefinite Quantity contract during the extension period.
