About this opportunity

The National Park Service Southeast Region seeks roof replacements at five high-visitor-use locations within Great Smoky Mountains National Park in Gatlinburg, Tennessee, with proposals due May 22 at 3:00 PM EST and a mandatory site visit on May 14 at 10:00 AM EST. This is a total small business set-aside, firm fixed-price acquisition.

The procurement covers approximately 12,600 square feet of asphalt roofing across the Greenbrier Picnic Pavilion (2,220 square feet), Cosby Picnic Pavilion (2,110 square feet), Twin Creeks Picnic Pavilion (4,320 square feet), Cades Cove Campground Kiosk (2,840 square feet), and Elkmont Campground Kiosk (1,110 square feet). Work must be completed within 150 days of Notice to Proceed, with performance running June 1 through November 2, 2026. NAICS 238160 (Roofing Contractors); PSC Z2JZ (Repair or Alteration of Miscellaneous Buildings). The contractor must furnish and install CertainTeed Presidential Shake asphalt shingles in Weathered Wood color or equivalent materials approved by the Contracting Officer's Representative, including aluminum drip edge, ice and water shield, roof anchors at 8-foot intervals, ridge vents, and new flashing. The prime contractor must self-perform at least 15 percent of contract value and maintain a site superintendent on-site full-time who is a prime contractor employee. Both prime and subcontractors should hold general contractor or roofing contractor licenses. Performance and payment bonds are mandatory at 100 percent of contract value; liability insurance minimum coverage is $1,000,000 per person, $1,000,000 per occurrence, and $1,000,000 property damage. Work occurs Monday–Friday, 7:00 AM to 3:30 PM, excluding federal holidays.

Award is lowest-price-technically-acceptable on pass/fail evaluation: minimum two commercial roof projects completed in the last five years, team qualifications and certifications, past performance, and price. Davis-Bacon prevailing wage rates apply.
