The contractor is responsible for disposing of all removed materials at a waste or recycling facility with proof of load tickets, protecting surrounding structures and landscaping, and providing temporary weatherproofing during non-work hours and inclement weather.
Work must be completed within 150 days of the Notice to Proceed during normal business hours of 7:00 AM to 3:30 PM, Monday through Friday, excluding federal holidays. The contractor must submit a Quality Control Plan addressing daily reporting, COR response methods, and progress meetings, along with a construction schedule covering mobilization, demolition, replacement, and final cleanup. Required proposal deliverables include technical approach, contractor qualifications, safety plan, quality control plan, and proof of business liability and workers compensation insurance. The contractor must comply with all OSHA regulations, National Park Service rules, Tennessee workers compensation laws, and Environmental Protection Agency requirements. Park Staff will remove guttering and repair rotten fascia prior to work commencement, limiting contractor wood replacement responsibility to no more than 25% per structure. A COR site inspection and sign-off is required following demolition and repairs but prior to new roofing installation. All warranty documentation must be provided to the contracting officer and COR.

SCOPE OF WORK
Roof Replacement
SECTION 1
I. BACKGROUND
The project is for roofing replacement. This project would replace 12,600 square feet of roofing on five high visitor use locations throughout the Park which include, Greenbrier Picnic pavilion, Cosby Picnic pavilion, Twin Creeks Picnic pavilion, Cades Cove Campground Kiosk and Elkmont Campground Kiosk. Asphalt roofing to be installed will be CertainTeed Presidential Shake asphalt shingles color to be Weathered Wood. Maps and Photos of the buildings and locations of the building’s roofs can be made available upon request. The buildings are listed below:

II. DESCRIPTION OF WORK/SCOPE: The contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and services necessary to remove and replace roofing material. The structures are older buildings that have settled and may contain areas that are not perfectly square. The contractor will be responsible for using proper installation methods and proper trade methods for the adjustment of both unsquared and square areas along the roof; thus creating a visually appealing and weather tight roof.
Roof Specification:
a) The contractor will remove the existing asphalt shingle and transport them to a waste collection or recycling facility for disposal. The disposal will include all components including shingles, drip edge, flashing, and all other miscellaneous roof materials. The contractor will be responsible for providing load tickets for what was disposed.
b) The contractor will be responsible for protecting surrounding structures and landscaping from damage during the duration of the job. The contractor will be required to tarp off all areas around the structures to catch all loose debris. A magnet will be used daily to remove any loss screws, nails, fasteners or other tire puncture hazards.
c) The contractor is to provide temporary weatherproofing of all exposed roof surfaces during non-work hours of project, and in inclement weather during work hours. If damage occurs as a result of inadequate weatherproofing, Contractor shall make repairs at no additional cost to the government.
d) The contractor will be responsible for addressing rotten decking components before installing new roofing products. The materials used will be in-kind to existing materials on the structure. The contractor will be responsible for no more than 25% wood replacement per structure. Park Staff will remove and replace guttering and repair or replace any rotten fascia boards and trim prior to start date.
e) The contractor will clean the roof decking of all protruding staples, nails, and debris before installing any new products. The Park requires a site inspection once demolition and repairs have been completed, for verification. The inspection must occur prior to installation of any new roofing components.
The Contracting Officer’s Representative (COR) will sign off on completion before final components are installed.
f) The contractor will install an ice and water shield in areas required on the roof surface. The remaining underlayment will be installed using complete sections minimizing joints along the roof surface.
g) The contractor will be responsible for installing aluminum drip edge brown in color along all outside edges. The drip edge will be installed using full 10’, or longer, length sections where applicable to minimize unsightly joints. All adjoining sections will be cut to proper angles and overlapped to create a seamless transition.
h) The roofing shingles are to be CertainTeed, Presidential Shake asphalt shingles color to be
Weathered Wood or comparable asphalt shingles of another manufacturer so long as the color and pattern is similar to CertainTeed, Presidential Shake, color is Weathered Wood. If using a manufacturer other than CertainTeed, Presidential Shake, the COR must inspect and approve of the color and pattern of the other asphalt shingles prior to beginning of any construction. Contractor will install all roofing materials with proper galvanized roofing fasteners. All materials must be installed according to manufacturer’s installation standards.
i) The contractor will be responsible for installing all new roof flashing. The flashing will be installed using proper fasteners and techniques insuring a watertight seal.
j) The contractor will be responsible for Installing permanent under ridge vent fall protection roof anchors, roof anchors shall be installed approximately every 8’ along the ridge, anchors shall not be installed within 6’ of the gable end. Anchors shall be designed to accept lanyards with D-clips and permanently mounted to withstand 1,800 lbs. of force for an employee with a body harness. The anchorage shall be rigid and shall not have a deflection greater than 0.04 inches when a force of 2,250 lbs. is applied, per OSHA 29 CFR 1926.502(d)(15)
k) The contractor will be responsible for installing Shingle Over Plastic Ridge Vent. In areas that ridge vents were installed previously. The ridge vent will be installed using proper fasteners and shingles will be layered to meet manufacturer’s specifications.
l) The contractor will “boot” and seal all vent tubes, electrical masts, and exhaust stacks that are venting through the roof with new boots/flashing. The existing boots/flashing will not be accepted.
m) The contractor will supply copies of the warrantees, and all applicable written product operation and maintenance instruction manuals. The contractor should also be prepared to brief the park’s COR on the maintenance requirements.
n) All warranty documentation will be provided to the contracting officer and COR. All materials will be installed in accordance with industry standard installation techniques and manufacturer’s installation specifications.
o) All work required by the project documents is to be successfully and satisfactorily completed, in its entirety, by the Contractor, to include minor items/services that may not be specifically mentioned in the project documents.
p) Comply with all applicable National Park Service regulations and directives pertaining to security, safety, occupational health, fire, traffic, and personnel clearances while at Great Smoky Mountains National Park. q) If the contractor makes use of any scaffolding, the area around the scaffolding must be barricaded in such a way as to prevent accidental entry into the scaffolding area by unauthorized individuals and any scaffolding over ten feet in height will make use of toe boards. Contractor shall comply with all OSHA regulations pertaining to this project
r) Workers and other persons below a roofing surface where construction is taking place or beneath scaffolding, that is greater than ten feet in height, will be required to wear a hard hat. The contractor shall follow all OSHA requirements on the job site including OSHA hard hat requirements.
IV. Business Hours. The contractor shall complete on-site work during normal business hours of 7:00 am to 3:30 pm, Monday through Friday, excluding Federal holidays. The contractor shall coordinate specific on-site work schedule with the Contracting Officer and COTR at least five days prior to performance start date. While on site, the COTR may be reached by mobile phone during normal business hours. Work shall be completed within 150 days after Contracting Officer issues the Notice to Proceed. Any work outside of normal business hours shall be requested with 72 hours notice to the Contracting Officer and COR.
V. Management. The contractor shall manage the total work effort in accordance with effective and efficient management principles and safe working practices to ensure on-time completion of this contract.
VI. Safety & Environmental Compliance:
a. The contractor shall comply with pertinent provisions of the Occupational Safety and Health Act (OSHA), and state, local, safety, laws.
b. The contractor shall comply with pertinent Environmental Protection Agency laws and regulations.
c. The Park Safety Officer has the authority to issue restraint or cease-and-desist orders to the contractor when violations or unsafe acts are present and threaten Government and contractor employees or damage to Government property.
d. The contractor shall immediately report to the Contracting Officer, COR and Park safety officer all accidents resulting in employee injury or death or damage to property while performing this contract.

VII. Insurance. The Contractor shall be insured in accordance with State of Tennessee insurance regulations. The Government is not responsible for damage to Contractor's equipment, vehicles, tools or materials or their employees and the personal property brought on- site. The Government will not accept any liability due to contractor employee negligence.
a. Workers Compensation: The contractor shall furnish proof of workers compensation insurance to the Contracting Officer for those employees performing work related to this contract and shall comply with the Workman's Compensation Laws of the State of Tennessee.
b. Liability: The Contractor shall maintain a level of insurance that will protect the contractor and the Government from any claims because of bodily injury (including death) and property damage which may arise from and during the performance of this contract and shall submit proof of insurance to the Contracting Officer.
VIII. Motor Vehicle & Traffic Regulations. Contractor employees operating motor vehicles shall possess a valid driver's license. Driver and vehicle permit, licenses, registrations, and proof of insurance shall be always maintained in the vehicle and made available upon request. Contractor employees shall comply with federal vehicle motor law requiring seat belts be always worn. Contractor employees shall adhere to the posted speed limits.
IX. Employee Badges/Parking. All contractor employees shall comply with parking procedures published for the Park. Contractor employees shall return any PARK issued personal or vehicle identification badges or parking tags immediately upon termination of employment or completion of this contract.
X. Replacement of Contractor Employee for Security Reasons. The Government retains the right to request removal of the contractor's employee(s), regardless of prior clearances.
XI. Non-Payment for Additional Work. Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized in the contract, shall be performed at the financial risk of the contractor.
Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.
XII. Conflict of Interest. The contractor shall not employ off-duty COR' s or other Government employees if such employment would create a conflict of interest or be contrary to the policies contained in conflict-of-interest directives.
XIII. Quality Control. The contractor shall establish and maintain a Quality Control Plan (QCP) to ensure the work performed conforms to the contract requirements. The contractor's QCP shall address methods for remedying poor performance. The Contractor shall develop QCP and submit with proposal package. The Contractor's QCP includes:
a. Required work identified in this Statement of Work
b. Daily Reports
c. Method and timeframe for responding to COR
d. Progress meetings with Government stakeholders
XIV. Quality Assurance. The COR will monitor the contractor's performance under this contract. The COR will coordinate the following:
a. Acceptance of the contractor's quality control plan
b. Inspection of the contractor's work and compliance to the specifications
c. Progress meetings with the contractor
XV. Contractor's Proposal Package. The following deliverables are to be submitted with offer in response to RFQ.
a. Technical approach to perform required work that meet specifications.
b. Contractor’s qualifications.
c. Contractor safety plan.
d. Contractor's QCP.
e. Proof of Insurance-Business Liability & Workers Compensation.
XVI. Inspection. The Government will conduct inspection upon completion of required work. Final payment will be processed upon confirming that all noted contractor performance deficiencies have been satisfactorily corrected.
XVII. Schedule. The Contractor shall provide a schedule for completing the proposed scope of work. The schedule shall include all time required for mobilization, demolition, replacement of roofs, and final clean-up.
