QUESTIONS: SOLICITATION 140P5326R0015
1. Could you please confirm whether an Irrevocable Letter of Credit (ILOC) would be accepted in lieu of the required performance and payment bonds for this project?
No, payment and performance bonds are what is required.
2. Additionally, please let me know if there are any specific bonding or financial assurance requirements beyond what is outlined in the solicitation that we should be aware of prior to submission.
Performance and payment bonds are required. Information can be found in the solicitation documents.
3. I am writing to request any available maps and photographs that show the buildings and, specifically, the measurements of the building roofs associated with Solicitation 140P5326R0015. Access to these materials will help ensure accurate planning and preparation for the scope of work. If available, please include:
· Site maps indicating building locations. I will put any site maps we have in the folder with the pictures
· Aerial or overhead views of the properties. The Park does not have ariel or overhead photos; on Google earth you can see some of the structures
· Photographs of each building, with emphasis on roof areas. I will share the folder of buildings with pictures of the roofs
· Any documentation identifying roof access points or layouts. Only documentation we have is the pictures showing the structure
4. One Of the valley coppers has flashing, will new copper be required to replace? It is on a chimney as well. Do you want to go back with the same flashing on each job? All flashing will be replaced with in-kind materials at each location where flashing is present
5. How would the Government like proposals to be submitted for this solicitation?

6. Regarding the requirement stating that the site superintendent must be an employee of the prime contractor, does this requirement refer to project oversight/management responsibilities only, or is the superintendent expected to perform roofing labor on-site as well? Please see answer below.
7. Regarding FAR 52.236-1, Performance of Work by the Contractor, how is the Government interpreting the 15% self-performance requirement for this acquisition?
For this acquisition, the Government will interpret the 15% self‑performance requirement in FAR 52.236‑1 to mean that your company must perform, on the site and with its own organization (including your own employees and any approved affiliates treated as part of your organization), work whose value is at least 15% of the total contract work, excluding merely administrative or pass‑through functions
8. May subcontractors perform the roofing installation work while the prime contractor retains project management and supervisory responsibilities?
yes: subcontractors may perform the roofing installation while the prime contractor retains project management and supervisory duties
9. Is the Government expecting the prime contractor to maintain a continuous on-site employee throughout performance?
Prime contractor must have a prime superintendent on site at all times.
10. Are there any roofing license requirements specific to the prime contractor versus subcontractors? I would assume both should have a general contractors license or a Roofing contractors license
