About this opportunity
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) is seeking to procure two environmental growth chambers for its Biogeochemical Sciences Branch. These specialized chambers are designed to simulate conditions found in cold regions, enabling sustained growth and analysis of bacterial, fungal, and plant organisms under varying environmental parameters. The chambers must have at least 600L of internal space, light and temperature control capabilities (0C to 40C), humidity control with 5% accuracy, integrated water-cooled condensing, hydroponic growth options, and CO2 controls up to 5000 ppm. The government will evaluate offers based on technical capability, total quoted price (including shipping to Hanover, NH), and proposed delivery/installation schedule, with the award made to the responsible offeror representing the best value. Quotes are due by December 19, 2024, at 12:00 PM Central Standard Time, and must be submitted electronically to ERDC-CRREL-Quotes@usace.army.mil.
The solicitation is a total small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. The contractor must provide a minimum one-year warranty covering hardware defects and will be responsible for delivering and testing the chambers within one month of delivery to the CRREL site in Hanover, NH. While no specific award value is mentioned, the procurement includes two growth chambers with comprehensive technical specifications. The Department of Defense will be responsible for receiving and unloading the equipment, and the government will handle the final installation. Payment terms are set at Net 30, with delivery FOB Destination, and vendors must be actively registered in the System for Award Management (SAM) to be eligible for contract award. The procurement timeline indicates delivery is expected by April 30, 2025, with potential for earlier delivery dates to be viewed favorably during evaluation.
