About this file

This is an amendment (0001) to solicitation W913E525Q0005 that modifies requirements for two environmental growth chambers for the Cold Regions Research and Engineering Laboratory (CRREL). The key changes include revising the temperature control specification from 0°C to 2°C (lights off), removing the contractor installation requirement (only testing is now required), and extending the delivery date from March 31, 2025 to April 30, 2025.

The modified requirements specify chambers with at least 600L internal space, light exposure/intensity controls, temperature range of 2°C to 40°C (lights off), 5% humidity control accuracy, integrated water-cooled condensing unit, hydroponic growth capability for 32 plants per chamber, and CO2 controls up to 5000 ppm. The award is a total small business set-aside under NAICS 334516 with a 1,000 employee size standard. Quotes are due December 16, 2024 at 12:00 PM CST, with award based on best value considering technical capability, total price including shipping to Hanover NH, and delivery schedule. A one-year warranty is required and responses must be submitted to ERDC-CRREL-Quotes@usace.army.mil.

The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been added by full text:

Q&A Questions and Answers

Question: On the specifications regarding delivery it states, “Contractor shall install the delivered chambers at the CRREL site within one (1) month of delivery”. This statement is somewhat confusing. Our bid’s shipping will include inside delivery within 1000 feet of the loading dock at the time of delivery. This includes unwrapping and removal from the pallet, but it does not include plugging in the chamber or making the water line connections or testing the equipment. These are normally “plug and play” chambers. Is this sufficient for this RFQ or is the requirement that a technician will be required to provide this service or return at some point to provide this service?

Answer: Installation not required, only testing of the Government-installed units.

Question: Regarding the low-end temperature requirement of 0°C, is this requirement with lights on or lights off?

Answer: Lights off

Question: Regarding delivery time, the RFQ states delivery by March 31st, 2025. Our lead time is currently 90 days not including shipping timeframe which can add up to 3-4 weeks. If an award is made prior to end of December, this could put the delivery date as late as the 3rd-4th week of April. Is this acceptable?

Answer: Required delivery date changed to 30 April 2025.

Question: This chamber with hydroponic system and as standard the temp range is 7C-44C lights on and 2C-44C lights off. With the hydroponic system inside the chamber, these temperatures are acceptable and have been tested. Unfortunately, any lower than those temperatures, we run into issues. We can go lower than 2C as requested in the solicitation, down to 0C, but when going from 2C to 0C, the hydroponic system would need to be physically removed from the chamber because the water and water lines would freeze, crack and break.

Answer: 2C is acceptable, changed in Description of Requirement
