About this file
This is Amendment 0002 to solicitation W913E525Q0005, which provides questions and answers related to the procurement of two environmental growth chambers for the U.S. Army Engineer Research and Development Center (ERDC). The amendment clarifies several technical specifications including: LED lighting with 1000-1550 µmoles/m2/second intensity, programmable and dimmable light controls with full spectrum capability, temperature range modified to 2°C-30°C (changed from original 0°C requirement), chamber dimensions of 41"x 33.6"x 77.2" with 13.6 ft² per shelf, and ~1000L or 1 cubic meter internal space.
Key changes include extending the delivery date from March 31, 2025 to April 30, 2025, clarifying that installation is not required (only testing of Government-installed units), and confirming the Department of Defense will be responsible for receiving and unloading the chambers. The amendment maintains that award will be made based on best value, with vendors responsible for verifying chambers meet all specifications prior to shipment. The Q&A addresses technical details about humidity control (requiring both humidifier and dehumidifier), hydroponic system capabilities (minimum 16 plants per shelf/32 per chamber), and lighting specifications including closed loop control with quantum/PAR sensors.

SUMMARY OF CHANGES
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
Q&A Questions and Answers
1. Question: On the specifications regarding delivery it states, “Contractor shall install the delivered chambers at the CRREL site within one (1) month of delivery”. This statement is somewhat confusing. Our bid’s shipping will include inside delivery within 1000 feet of the loading dock at the time of delivery. This includes unwrapping and removal from the pallet, but it does not include plugging in the chamber or making the water line connections or testing the equipment. These are normally “plug and play” chambers. Is this sufficient for this RFQ or is the requirement that a technician will be required to provide this service or return at some point to provide this service?
Answer: Installation not required, only testing of the Government-installed units.
2. Question: Regarding the low-end temperature requirement of 0°C, is this requirement with lights on or lights off?
Answer: Lights off
3. Question: Regarding delivery time, the RFQ states delivery by March 31st, 2025. Our lead time is currently 90 days not including shipping timeframe which can add up to 3-4 weeks. If an award is made prior to end of December, this could put the delivery date as late as the 3rd-4th week of April. Is this acceptable?
Answer: Required delivery date changed to 30 April 2025.
4. Question: This chamber with hydroponic system and as standard the temp range is 7C-44C lights on and 2C-44C lights off. With the hydroponic system inside the chamber, these temperatures are acceptable and have been tested.
Unfortunately, any lower than those temperatures, we run into issues. We can go lower than 2C as requested in the solicitation, down to 0C, but when going from 2C to 0C, the hydroponic system would need to be physically removed from the chamber because the water and water lines would freeze, crack and break.
Answer: 2C is acceptable, changed in Description of Requirement
5. Question: What type of lights are desired?
Answer: LED
6. Question: What is the desired light intensity in µmoles/m2/second?
Answer: ~1000-1550
7. Question: What type of light control is desired?
Answer: Programable
8. Question: Dimmable? On/Off?
Answer: Both
9. Question: Is Closed Loop lighting control desired utilizing a quantum/PAR sensor to program light intensity levels?
Answer: Yes
10. Question: Are there any requirements for specific light spectrum?
Answer: Full spectrum
11. Question: The solicitation notes RH control accuracy, but does not note the desired RH level(s) and at what temperature(s) the RH level(s) is/are desired.
Answer: Both a humidifier and dehumidifier to modulate humidity at a temp range of 2C to 30C
12. Question: Can you accept a 860 liters of internal chamber space. Is that too large?
Answer: ~1000 L or 1 cubic meters is desired
13. Question: “Light control with ability to time light exposure and intensity” Regarding to the light specification above, could you please clarify the required light intensity?
Answer: ~1000-1550 umol/m2
14. Question: “Light control with ability to time light exposure and intensity” Regarding to the light specification above, could you please clarify if a LED light bars with PhysioSpec Indoor spectrum and LED light bars with PfrSpec (Far Red) Spectrum is required?
Answer: Yes this is required
15. Question: “Light control with ability to time light exposure and intensity” Regarding to the light specification above, is a light sensor required?
Answer: Yes light sensor is required
16. Question: “Integrated hydroponic growth option (allows for at least 16 plants per shelf / 32 plants per chamber) “Regarding the specified number of plants per shelf, could you please clarify the required area per shelf? We currently do not have information about the sizes of the pots to be used.
Required growth area per shelf: ft2
Answer: 13.6ft^2 per shelf
17. Question: Kindly specify the available dimensions for each required growth room. Width x Length x Height (per chamber)
Answer: 41”x 33.6” x 77.2”
18. Question: Delivery. Kindly confirm if the Department of Defense will be responsible for Receiving the chambers.
19. Question: Delivery. Kindly confirm if the Department of Defense will be responsible for Unloading the chambers. offloading equipment may be required (e.g. forklifts)
20. Question: It quotes: “Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable quote, the price of which may not be the lowest.”
Kindly clarify if a pre-shipment performance test is required to ensure all specified limits are met, and whether this will be considered a factor in the decision-making process (e.g., lights, temperature, humidity, pressure, etc.).
Answer: Vendor is responsible for making sure that supplied chambers meet all the specifications and requirements of the solicitation. How each vendor accomplishes this verification prior to shipment, whether a performance test or otherwise, is up to the vendor.
