The 6th Contracting Squadron is soliciting a 100% HUB-Zone set-aside for a Single Award Ground Maintenance Services contract. The contract will be a single award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract that shall award individual task orders for annual services as well as individual projects

The contractor shall provide all material, equipment, labor and general conditions to accomplish the work required for each individual task orders IAW with the Performance Work Statement (PWS)


Locations of work will be at MacDill AFB FL. The work will be accomplished for the 6AMW, USCENTCOM, USSOCOM, JCSE and other tenants located at MacDill AFB, FL.


The cumulative value (combined value of all task orders) is not to exceed $7,733,494.27 M over a five-year period.


The period of performance is expected to be one (1) twelve (12) month base contract period, with four (4) twelve (12) month option periods and an optional six (6) month extension of services period if needed.


Work to be performed under this contract will be within the North American Industry Classification System (NAICS) codes as follows 561730: The small business size standard is $7.5 Million.

Receipt of offerors. Offers are due no later than 26 August 2019 at 12:00 PM Eastern Standard Time to the 6th Contracting Squadron, 2610 Pink Flamingo Avenue, Building 147, MacDill AFB, FL 33621-5119 (2nd Floor, Rm. 211). No faxed or emailed proposals will be accepted. Hand carried proposals will only be accepted at 2610 Pink Flamingo Ave MacDill AFB FL. The offeror is solely responsible to make sure their offers are received by the deadline. Disc copies PROPOSALS MUST BE RECEIVED prior to deadline. Late proposals will be processed in accordance with FAR 52.212-1 (f) "Late submission, modifications, revisions and withdrawals of offers."

Update #3 ·

The purpose of this amendment is to:


A. Revised CLIN Descriptions on the Solicitation.
B. Revise the quantities for CLINS 0002-5049 on the bid schedule.
C. Specify Site Visit will be conducted.
D. Incorporate new Wage Determination 2015-4571 Rev 9 dtd 24 Jul 2019.



Site Visit:


A Site Visit will be held at 10:30 AM ET 7 Aug 2019. Offerors will meet at 2610 Pink Flamingo Ave Bldg 147 parking lot. All prospective offerors are highly encouraged to attend this site visit. Potential Offerors are limited to one (1) representative per firm. Offerors seeking attendance are required to submit the following information NLT 9:00 AM EST, 5 Aug 2019 to felix.castro_espinosa.1@us.af.mil and melissa.biggar@us.af.mil for one (1) individual representative:


a. Name of Firm
b. Full name to include middle initial
c. Date of Birth
d. Social Security Number
e. Driver License Number to Include State of Issuance


Offerors are to meet at 2610 Pink Flamingo Ave Bldg 147 parking lot NLT 10:15AM. There will be a van to transport you to the designated site. This is a high volume traffic time, so it is suggested to allow for delays in accessing the installation. Anyone not pre-registered will not be allowed access to the site. Transportation will be provided to and from the site/parking lot. Registered attendees that are late to the meeting point will not be permitted at the site visit. Questions will not be allowed during the site visit and any conversation amongst contractors will need to be conducted before or after the site visit. All prospective offerors are advised that this solicitation will remain unchanged unless it is specifically amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of any such amendment of this RFP shall apply.

This is the pre-solicitation notice for Grounds Maintenance Service.


This requirement is for non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at MacDill Air Force Base (AFB) in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance.



The performance period is one base year from 1 October 2019 to 30 September 2024 and 4, four -year option periods. The procurement is a HUBZone small business concern set-aside. The applicable North American Industry Classification Systems Code (NAICS) is 561730 (Landscaping Services) and the related small business size standard is $7.5 million.



A contract with Options will derive from the solicitation. The solicitation is anticipated to issue on 07/16/2019 and close on 08/16/2019. Notification of any revisions to the solicitation will be provided via the Federal Business Opportunities website at http://www.fbo.gov. Procurement documents will not be directly provided in a paper hard copy format or compact disc format. It is the responsibility of the contractor to check the FBO website daily for any posted revisions made to the solicitation. The solicitation will be available for all interested parties to download from the FBO website. The closing date, time and submission, and site visit information will be included in the solicitation document. By submission of an offer, the offeror acknowledges that a prospective awardee must be registered in the System for Award Management database at http://www.sam.gov prior to award, during performance, and through final payment of any contract resulting from this solicitation.
