QUESTIONS & ANSWERS

1. Can the Government provide a seniority list for current employees? FAR 52.222-41(n) makes no providence for furnishing a list to prospective offerors but rather refers to the successor contractor.

2. We were unable to download the drawings that were attachment 7, Can you please provide the drawings?

Drawings may be requested. Please send email to felix.castro_espinosa.1@us.af.mil and melissa.biggar@us.af.mil and they will be provided via AMRDEC.

3. In reviewing the CBA we notice under the Article 10 – Wages it states that employees will receive wage increases of 1% a year. Can you provide what the current rate is in dollars? Can you also provide what the base wage rate is for the CBA? Amendment has been posted to FBO with all applicable Wage Data incorporated into Attachment 6.

4. In reviewing the CBA we notice under the Article 11 - Fringe Benefit Rates it states that effective October 1, 2018 the wage rate by the agreement is $5.55 per hour. Can you provide what the current rate is? In the absence of a CBA amendment or addenda, $5.55 is still the binding rate. Thus $5.55/hr is still considered effective, per the CBA.

5. Will there be a site visit prior to proposal submission? If there will be a site visit can you, please identify when it will be? Per Amendment 1 of the RFP, a site visit was held on August 7; no further site visits are planned.

6. Can you provide the average age and condition of the Irrigation systems? Pipes underground have an average age of 3 to 20 years old. All parts above ground have been maintained to date.

7. What is the total amount for the contract? What is the contract price for the last two option periods? The ceiling on the current contract is $8,803,000. In total the Government has issued orders in Option Year 3 for $1,381,268.22 and Option year 4 for $1,316,113.22

8. Please clarify if the acreage of “Improved Grounds”, listed in Appendix A, CLIN 2 of the PWS as “422 acres” includes the 14.25 acres of “Improved Grounds” in Appendix G-Reimbursable Customers Grounds, CLIN 17. If the

14.25 acres of Improved Grounds are additional, please clarify the type of grass consistent with page 36 of the PWS which lists the grass. No. CLIN 2 listed in Appendix A of the PWS as 422 acres does not include the 14.25 acres of Appendix G Reimbursable customers Grounds, CLIN 17. The improved 14.25 acres reimbursable customers are mostly Bahia grass with some St Augustine at Building 565.

9. A review of the Collective Bargaining Agreement, Article 10-Wages, shows a 1% annual increase in labor rates Beginning in 2018, but does not specify the current labor rates. Please provide the current labor rates for the following categories of labor: Amendment has been posted to FBO with all applicable Wage Data incorporated into Attachment 6

CBA.

10. Appendix H of the PWS under Semi Improved (BASH) lists “crackweed vegetation control” with a quantity of 21,178,296 sq ft. However, no detail regarding “crackweed vegetation” is noted in the PWS para 1.3 (BASH). Please clarify the contract requirements for “crackweed vegetation control” in the BASH area. Revised paragraph 1.3 of PWS to read: 1.3 Maintain Bird Area Strike Hazard (BASH). BASH are identified in Appendix B Area Map A-2.1, drawing sheet 1 of 5, and Appendix H of PWS.

11. Please clarify the definition and/or dimensions of “Lot” as used in the Supply or Service and Price/Cost document, Items 26-34. Lot as identified in the 1449 is the total cost for each CLIN, 0026 thru 0034, indicated in Attachment 2 Bid Schedule.

12. Appendix A lists workload for Pest Control as 24.3 acres. What is the PWS reference for this acreage? Please refer to paragraphs 1.1.4 Weed Control, 1.1.10 Pest Control, 4.4.3 Pesticides, 4.4.3.1 Pesticide Storage and Mixing,

13. Is Crackweed Vegetation Control listed in Appendix H to be priced? If so, in which CLIN? Please refer to PWS Appendix A Improved Grounds, and BASH (Airfield) for applicable CLIN numbers.

14. Appendix A list workload for Surface Drainage Ditches as 252,294 Linear Feet. Appendix H lists it as 89,558 Linear Feet. Please clarify. Please use liner feet. Appendix H is a more detailed description of work indicated in Appendix A. Appendix A indicates approximately the total number surface drainage ditches of 252,294 linear feet from Appendix H as follows: Improved 89,558, Semi Improved (BASH) 80,837, Semi Improved Airfield & Base 45,610, Semi Improved (MSA) 20,243, Semi Improved (Tank Farm Ditch) 2,246 and Unimproved 12,800. Appendix A should be used for bidding purposes as indicated in PWS.

15. Appendix H does not list Vegetative Beds/Rock Beds. Vegetative Bed/rock Beds are indicated in Appendix I.

16. Which Appendix are we to use to determine an estimate for the workloads? Appendix A or H? Appendix A

17. What is the purpose of Appendix G? Appendix G indicates workload estimates for government organizations that are funded separately as reimbursable customers.

18. Is the 1 acre of leaf removal correct? Yes

19. The PWS 1.1.4 Weed Control lists only a requirement for St Augustine and Bermuda grass areas. Yes; Bahia grass does not need to be weed controlled.

20. Appendix H lists Crackweed Vegetation Control as 8,356,242 and 21,178,296 square feet (665.65 acres). 23.

What is the PWS reference for these items? In which CLIN is this to be priced? Crack weed vegetation control of 8,356,242 square feet is indicated in applicable sections of paragraph 1.1 Maintain Improved Grounds. Crack weed vegetation control of 21, 178,296 square feet is indicated in applicable sections of Paragraph 1.3 Maintain Bird Area Strike Hazard (BASH).

21. CLINs xx17 – xx25. What is being reimbursed in these CLINs considering this statement “Provide all supervision, personnel, equipment, transportation, material, and other items and services necessary to perform Grounds Maintenance Services at MacDill AFB, FL”? Reimbursed CLINs refer to whom form the Government is funding the Specific tasks. The Contractor is required to provide all supervision, personnel, equipment, transportation, material, and other items and services necessary to perform Grounds Maintenance Services at MacDill AFB, FL

22. Why are we pricing Leaf Removal in both CLINs xx15 and xx26 ? CLIN 0015 is funded work. CLIN 0026 is unfunded work.

23. Why are we pricing Pruning in both CLINs xxx8 and xx28? CLIN 0008 is funded work. CLIN 0028 is unfunded work.

24. Do we need to send pages 6 – 16 back as part of Volume 1 or just the Excel Attachment 2 - Bid Schedule? A signed copy of the most recent Amendment/1449 is required to acknowledge the latest amendments to the solicitation.

25. The CBA shows the fringe benefit amount of $5.55 per hour, but no rates for each SCA labor category. Are we to use the rates as published in the Wage Determination No. 2015-4549 Revision 9? Use the applicable Determination either CBA of Wage Determination based on the labor category to determine rates; compliance with the documents are required.

26. What is the relevancy of writing a Technical Capability document when our Past Performance history clearly shows that we have been performing contracts at three very top level Air Force establishments in Colorado and Maryland for 33 years continuously? In accordance with FAR 52.212-1 and 52.212-2 the Government requires a technical capability for MacDill AFB grounds services.

27. Are we responsible for weed eating under the gas pipes near the airfield? Yes

28. Can herbicide be sprayed around all buildings, fences, pipes, and powerline poles? Buildings No. Fences, pipes, and powerline poles Yes.

29. Is the military housing landscaping included in this solicitation? Please refer to drawings Grounds Maintenance Contract Levels of Service, Area Map A-2.1, Sheet 1 of 5.

30. Is the shooting range included in this solicitation? Please refer to drawings Grounds Maintenance Contract Levels of Service, Area Map A-2.1, Sheet 1 of 5.

31. Is the camp site included in this solicitation? Please refer to drawings Grounds Maintenance Contract Levels of Service, Area Map A-2.1, Sheet 1 of 5.

32. Is the RV park included in this solicitation? Please refer to drawings Grounds Maintenance Contract Levels of

33. Is there a perimeter fence line clearing that needs to be maintained? For example, 2 feet from the fence line to keep grass or weeds off of the fence. Yes. Please refer to PWS, paragraph 1.2.3 Perimeter Line Fence.

34. Is Saturday and Sunday work permitted due to number of cars in the parking lots and around buildings? Yes

35. Can we spray the rock along the water or is required that we weed eat that area? Yes

36. Can we spray herbicide along the running/ walking paths? No

37. How many bunkers are there in total? Please refer to drawings Grounds Maintenance Contract Levels of

40. Who was the previous contractor for this project? SC Jones Services FA481415D0001

41. Per PWS Section 1.8.6 Tree Pruning and Trimming Zones 1 thru 10, will these be ordered as a lump sum according to the zone? For example: Zone 1 contains 285 trees of various species/heights. When CLIN 0035 is ordered, all 285 trees shall be serviced according to PWS Section 1.8.6. Is this correct? This is an IDIQ contract so each Order will specify the quantity.

42. Are offerors required to insert their own formulas into the Excel spreadsheet Attachment 2, Bid Schedule? Yes, The offerors are required to submit pricing in the bid schedule and review for accuracy.

43. What is the current wage determination for arborist services or tree trimming? I see laborer, grounds maintenance and gardener, but is there a rate that you are currently paying the current contractor we should know? Are you under a CBA for any grounds maintenance/ tree work? Attachment 6, The CBA governs all SCA-covered work performed under the contract

44. I see the tree inventory from Appendix K and L of the PWS. On the solicitation and attachment 2, it requests pricing per unit/ species and per 'lot' on the contract solicitation form. Can you elaborate how the pricing works between the two? Lot as identified in the 1449 is the total cost for each CLIN, 0026 thru 0034, indicated in Attachment 2 Bid Schedule. When awarding an order, the award will be a FFP award for 1 Lot based on the prices submitted on the bid schedule.

45. When creating work orders, what is your expectation for response time and completion? Are invoices paid based on unit price or per zone/ lot? Do we determine when the palms and trees need to be serviced or wait for work orders to generate? Response time and completion to be determine by size and scope of the project. Invoices are paid by the requirements of each project. Government will determine when the palms and trees need to be serviced in accordance with paragraph 1.8.6 of PWS.

46. Can I submit pricing only for portions of the project or do I submit pricing for the whole project? To confirm, the bids are due on the 23rd correct? No, in order to be responsive to the Solicitation you must be able to provide all services. Please refer to FBO for proposal due date.

47. How will the billing work for the CLINS 0002-5002 through 0007-5007? Is the total $ amount spread out over 12 months, therefore allowing us to bill a monthly amount for the CLINS over 12 months? In other words, would we take our bid price if accepted for all of the acreage for those CLINS, and bill it out once a month for 12 months or 8 months based on MacDill’s growing season? Each CLINs quantities are specific to the services provided. Pricing should match the quantity identified in the 1449/Bid Schedule. An individual order will provide Periods of Performance for each CLIN when awarded.

48. In 1.1.6.3 it talks about irrigation maintenance. It does not say if sprinkler replacement heads are reimbursable. Can you clarify what is reimbursable. Please refer to paragraph PWS 1.1.6.2 Maintenance of Irrigation Systems. Replacement of pumps, Controllers, clock/timers, or backflow prevention devices is not included in routine maintenance of Irrigation systems. These parts are reimbursable.

49. For any pest control, are sub-contractors allowed to be used? There are no contract restriction on sub-contractors so long as they meet the requirements of the PWS; however please be mindful of Small Business Regulations.

50. Could you clarify if maintenance of vegetation beds and trimming of shrubs etc are included in what is required or are those separate work order items? In 1.5 it talks about having to do them 1 x per month. Is that part of what is billed monthly? Also it says see Appendix B area map A-2.1 sheets 2 and 3 of 5. And Appendix Maintenance of vegetative beds is included in the contract in accordance with paragraph 1.5 Maintain Vegetative Beds, Inert Beds, Rock Beds and Related Areas.

51. Are there a minimum amount of mows, or just what is required to stay at the required heights? This questions applies to BASH, improved, and semi improved grounds. This is a performance based service contract. Contracts shall comply with PWS specifications mowing height requirements.

52. Please confirm the any maintenance of the athletic fields is a separate work order. No. It is not a separate work order. Please refer to drawings Grounds Maintenance Contract Levels of Service, Area Map A-2.1, Sheet 1 of 5.

53. I saw what appeared to be a soccer field with turf. What is the requirement for maintenance of that field?

Artificial turf is not included in the contract. Please refer to drawings Grounds Maintenance Contract Levels of Service, Area Map A-2.1, Sheet 1 of 5.

54. Does this bid require any bonding? No

55. In the package it talks about being provided a facility location in 3.1. It says the current facility which was shown on the tour being available the first year. It then says after the base year the contractor will be required to go to a new facility location after Oct 2021. Can you clarify whether MacDill will still be providing the area with everything listed? And where that will be? Yes. The government will provide a facility to the contractor in accordance with paragraph 3.1 Facilities of PWS. 6 CES has a future MILCON project with a date that is to be decided. October 2021 relocation is an approximate date for planning purposes. The MILCON project will relocate the Grounds Maintenance facilities/yard to a new location. Location of the new facility is not known as of this date.

FOLLOW ON QUESTIONS DATED 8-20-2019

56. Answer 14. What are we pricing, 252,294 Linear Feet or 89,558 Lineal Feet? Also, why does the unit change from Linear to Lineal in the answer? Please use liner feet. Appendix H is a more detailed description of work indicated in Appendix A. Appendix A indicates approximately the total number surface drainage ditches of 252,294 lineal feet from Appendix H as follows: Improved 89,558, Semi Improved (BASH) 80,837, Semi Improved Airfield & Base 45,610, Semi Improved (MSA) 20,243, Semi Improved (Tank Farm Ditch) 2,246 and Unimproved 12,800. Appendix A should be used for bidding purposes as indicated in PWS.

57. Answer 16. If we are just using Appendix A as our estimating source, why the mention of Appendix H in the answer #14? Appendix H is a more detailed description of work indicated in Appendix A. Please see explanation in question 56 for clarification example.

58. Answer 18. If Leaf Removal is only 1 Acre and the CLIN unit is 6 Months. Does this mean 1 Acre of total Leaf Removal over a period of 6 months? No it means one total acre six times per year.

59. Answer 24 did not answer the question. We need both a signed copy of the most recent Amendment/1449 is required to acknowledge the latest amendments to the solicitation and a completed bid schedule. Please refer to Addendum 52.212-1 & 52.212-2 for proposal submission.

60. Answer 35. Spray or weed eat? Or both? Please spray. Weed eat if not possible to spray.

61. Answer 41. Are we correct in understanding that we are pricing the Pruning and Trimming for 1 tree in each Zone due to the uncertainty of how many trees will be on an Order?

Yes. The government is requesting Tree Pruning and Trimming pricing for ten zones 1 thru 10. As an example when CLIN 0035 is ordered, all 285 trees shall be serviced at one time in accordance with PWS Section 1.8.6.

Bid Schedule has been changed from LS EA to 1 EA which includes the whole zone.

62. Answer 43 did not answer the question. Attachment 6, The CBA governs all SCA-covered work performed under the contract. Please review the amended CBA as changes were added to specifically answer the question.

63. Answer 48. Further clarification is required as it is impossible to price CLIN xx34 due to the uncertainty of what we would be asking reimbursement for. If the price entered into CLIN xx34 does not cover the amount requested in the reimbursement how do we get paid enough to cover the parts costs? We usually see such CLINs as a “Not to Exceed” CLIN with the customer setting the dollar amount. Reimbursables: Please refer to PWS paragraph 1.1.6.2 Maintenance of Irrigation Systems.

a. Replacement of pumps, controllers, clock/timers, or backflow prevention devices is not included in maintenance of irrigation systems.

b. The contractor shall refer to CLIN 00034, Reimbursable parts for payment coordination.

1. Payment will be made by credit card or allocating funds to unfunded CLIN 0034

2. Contractor shall estimate a reimbursable cost not to exceed $ 3,000.

64. Answer 52. We do not understand the answer as there are separate Task Order CLINs xx48 and xx49 for this work. No. It is not a separate work order. Please refer to drawings Grounds Maintenance Contract Levels of

Service, Area Map A-2.1, Sheet 1 of 5. CLIN 0048 refers to PWS paragraph 1.8.8.1 and CLIN 0049 refers to PWS paragraph 1.8.8.2. A separate unfunded task order is indicated for CLINS 0048 and 0049 for sections 1.8.8, 1.8.8.1 and 1.8.8.2 of PWS specifications. These are separate unfunded CLINS for Perennial Rye Seed Overseeding and Aeration and Top Dressing work. This work is different than regular improved work which is part of the funded portion of the contract.

65. Answer 25. If the contract is awarded to anyone other than the incumbent, why are they responsible for a CBA that was never agreed upon between the union and any new contractor? The CBA is between the current incumbent and the union. ANSWER: “Section 4(c) of the Service Contract Act, as referenced in FAR 22.1002- 3, 22.1008-2, and 52.222-41(f) applies to this acquisition.”

66. What are the individual quantities/acreage for each CLIN ordered in Option Year 3 and Option Year 4? The Government does not track this information, therefore the information is unknown.
