About this opportunity
The Department of Transportation Federal Aviation Administration Technical Center seeks ground maintenance and snow removal services at its William J. Hughes Technical Center in Atlantic City, New Jersey, with proposals due August 13, 2026. The procurement is a Total Small Business set-aside under NAICS 561730 (Facilities Support Services) with a $10 million annual receipts size standard.
Place of performance is Atlantic City, New Jersey (08405). The contract is structured as a fixed-price IDIQ with a one-month phase-in transition, a 12-month base period, four 12-month option periods, and a one-month phase-out transition, for a maximum five-year-two-month duration. The minimum ordering obligation is $114,743.92, which will be obligated concurrently with award; the government has no obligation to order beyond this minimum or issue additional task orders.
Services span approximately 1,800 acres of FAA property and leased/permitted lands, serving the FAA Technical Center and tenant organizations including the Department of Homeland Security, Transportation Security Administration, Federal Air Marshals, U.S. Coast Guard, and New Jersey Air National Guard. Continuous grounds maintenance includes lawn mowing, brush cutting (April 1–October 31 growing season, maximum 10-inch height), vegetation control, landscape maintenance, tree and shrub care, leaf removal, and fertilization with plug aeration four times per growing season. Snow removal services include plowing, de-icing with sodium chloride, calcium chloride, potassium acetate, or treated sand, and sidewalk/pedestrian clearing; snow fence requirement is 2,362 linear feet. Historical tree removals average 30 trees annually (5 inches diameter at breast height). Site conditions include approximately 17 inches annual snowfall distributed across 4–6 measurable events.
Key personnel required: Project Manager (minimum five years' supervisory experience in grounds/snow maintenance), Quality Control Manager (five years' quality control experience, two years in grounds/snow maintenance), Landscape Architect/Horticulturist (four-year degree), and Commercial Herbicide/Pesticide Operator (current New Jersey pesticide application license). Contractor must provide specified equipment including Z-rider mowers, front-end loaders, snow plow trucks, and liquid sprayers. The government furnishes three buildings: 306T administrative/work center (814 square feet), 307 equipment storage (5,290 square feet), and 313 sand/salt shed (200-ton capacity).
Service Contract Act wage determination 2015-4189 (Revision 34, effective May 13, 2026) applies to Atlantic County, New Jersey, with occupational rates ranging from $14.80 to $53.25 per hour plus fringe benefits. A Collective Bargaining Agreement with International Union of Operating Engineers Local 68-68A-68B covering landscape maintenance operations at the facility establishes wage rates from $27.03 to $42.43 hourly as of April 1, 2025, plus health and welfare, annuity, and pension contributions; snow removal rates range from $35.00 to $45.00 per classification.
Work is categorized as Continuous Duties (regular maintenance without work requests), Recurring Services (scheduled tasks documented in Archibus facilities management system), and Service Calls (on-demand with response times of 15 minutes for emergencies, two hours for urgent, five business days for routine). Service calls under $2,500 are included within monthly firm-fixed-price CLINs. Snow readiness activates upon National Weather Service forecasts predicting adverse winter conditions; payment commences only upon official NWS snowfall notification and government transmission. Corporate experience requirement: prime contractors must independently demonstrate a minimum $3 million contract value from prior grounds and/or snow removal work; subcontractor experience cannot substitute for the prime contractor's threshold. Contractor has no displacement or right-of-first-refusal obligations to incumbent employees.
Contractor must submit a Quality Control Plan within 10 days of award, weekly Quality Control Inspection Reports, quarterly reports, an annual Snow/Ice Removal Plan by September 1st with dry-run exercise by November 15th, employee medical certificates within 30 days of award, training records within 30 days of hire, Safety Data Sheets within seven days of award, and radio specifications meeting FCC and Department of Defense standards within seven days. All personnel require valid identification acceptable for facility access and must complete FAA eLMS, Archibus, and Airport Operations Area security training within 30 days of hire. Contractor must maintain continuous Archibus records, submit daily work plans by 8:00 a.m., and attend weekly progress meetings.
Contractor must comply with federal, state, and local environmental regulations, OSHA standards, wetland protections (no work within 150-foot buffer of wetlands), hazardous waste disposal, and asbestos/Superfund site protocols. Herbicide and pesticide applications require written approval; monthly applicator use records must be submitted. The contractor must use only government-approved chemicals and maintain complete Safety Data Sheets on-site. Building 313 salt storage capacity is 200 tons. Brush cutting applies only during the April 1–October 31 growing season with a maximum 10-inch height.
Four amendments modified the solicitation: Amendment 0001 (June 18) redirected responses and reference documents to SAM.gov; Amendment 0002 (June 26) established NAICS 561730 and size standards; Amendment 0003 (July 28) extended the deadline from July 30 to August 7; and Amendment 0004 (August 6) extended the deadline to August 13, incorporated government responses to 24 offeror questions, updated the Statement of Work and pricing schedule, and incorporated AMS Clause 3.6.2-50 addressing discrimination by federal contractors per Executive Order 14398.
The pricing schedule includes monthly grounds maintenance CLINs (0001–0006, 0008–0013, 0015–0020, 0022–0027, 0029–0034) across six facilities and event-based snow removal CLINs (0007, 0014, 0021, 0028, 0035) with precipitation thresholds from 0–2.0 inches through 18.1–24.0 inches, plus supplemental services (treated sand, sodium chloride, calcium chloride, liquid treatments, spot plowing, shoveling). Offerors must provide firm-fixed prices only in yellow-highlighted tabs; the government will use snow event estimates to establish not-to-exceed ceilings at contract award. Each contract year includes a $2,000 not-to-exceed amount for grounds maintenance project materials and equipment.
PSC code is S208 (Housekeeping—Landscaping/Groundskeeping). The contracting officer is Kenneth W. Hitchens; the contract specialist is Eric L. Waterman at the WJHTC Services Branch, Atlantic City, New Jersey.
