The contracting office intends to negotiate and award a non-competitive contract with Foster and Freeman USA Inc. for maintenance and support services related to the Glass Refractive Index Measurement 3 (GRIM 3) system. The NAICS code for this requirement is 334516, which falls under Analytical Laboratory Instrument Manufacturing. This notice is being issued under the authority of 10 USC 2304(c)(1), citing that only one responsible source is available to provide these services. The procurement will be conducted under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12, and this notice does not constitute a request for competitive proposals.
Interested contractors must submit clear and convincing evidence in writing by 12:00 PM EST on November 28, 2025, demonstrating that competition would be advantageous to the Government if they wish to challenge this sole-source determination. Foster and Freeman USA Inc. is the sole authorized provider of maintenance, repairs, and technical support for the GRIM 3 instrument used by the U.S. Army Criminal Investigation Laboratory. The contract will be firm fixed-price and will cover annual preventive maintenance, unlimited on-site repairs, emergency service calls within 48 hours, and technical support, with a base year running from January 31, 2026, through January 30, 2027, and two additional option years extending through January 30, 2029. Services must comply with ISO 17025 standards, OSHA guidelines, and laboratory safety protocols. If no affirmative written responses are received by the deadline, the award will proceed without further notice, and oral communications will not be considered acceptable responses.
