About this opportunity

The Department of Agriculture's Animal and Plant Health Inspection Service is seeking maintenance and support services for GridION instruments at the National Veterinary Services Laboratories (NVSL). The procurement covers essential maintenance for Oxford Nanopore sequencing instruments, including software licensing, MinKnow software repairs and updates, device repair and replacement services, and both remote and on-site technical support from field engineers. The agency requires comprehensive coverage with email and chat support available eight hours daily, along with onboarding and remote installation support to ensure proper device operation. Simplified acquisition procedures under FAR 12.201-1 will be used for contract award, with an anticipated award date of March 10, 2026. The due date for responses is February 19, 2025, and all responsible sources are eligible to submit responses for consideration.

No set-aside designation has been applied to this opportunity. Oxford Nanopore Technologies Inc., located at 101 Avenue of the Americas in New York, is identified as the intended source due to their position as the sole manufacturer and seller of the GridION instrument, making them the only viable option for repairs and proprietary software updates. The pre-solicitation notice does not specify an award value or budget range. The requirement emphasizes immediate repair capability as an integral component of the contract, with the understanding that MinKnow software updates are essential to maintaining the instrument's functionality for long-read whole genome sequencing operations. No quantity specifications or contract duration timeline are provided in the notice.

RFO FAR 12.201-1 Simplified procedures will be used for awarding the contract. The anticipated award date is March 10th, 2026.

The intended source for this acquisition is Oxford Nanopore Technologies Inc., 101 Avenue of the Americas, New York, New York 10013.

The need for immediate repairs is an integral part of this contract. The software for this instrument (MinKnow) is proprietary to Oxford nanopore. Updates to this software and the instrument’s ability to perform the functions of long read whole genome sequencing depend on these software updates.

All responsible sources may submit a response which will be considered by the agency. Please email responses to Stephen Tees at Stephen.Tees@usda.gov no later than the response date of this notice. Telephonic inquiries will not be honored.
