About this opportunity
The Naval Facilities Engineering Command seeks data collection and monitoring services for Advanced Transformer Infrastructure (ATI) and Gridwide FireSpy (GFS) systems through a sole-source procurement from Grid 20/20, Inc. The contract requires six primary task deliverables: annual data collection and analytics services via ATI Head-End Software Solutions (HESS), transformer data communications with real-time 15-minute data transfers and fault detection, automated outage and restoration notifications, ATI GRID Watchdog SaaS services including automated alerts and voltage reports, up to 25 hours of annual virtual technical support (option years only), and FedRAMP Cybersecurity Services at Department of Defense Impact Level 4 with annual third-party assessment audits. The government intends to award directly to Grid 20/20, Inc. based on proprietary ownership of existing hardware, mandatory FedRAMP IL4 cybersecurity certification available only from this vendor, and prevention of unacceptable costs and schedule delays from system replacement. The evaluation will focus on technical capability to accomplish all Statement of Work requirements, with price reasonableness determined using FAR 13.106-3(a)(2) methods if the quote meets requirements. The deadline for requests for information was April 21, 2026, and quotes were due by April 24, 2026 at 12:00 PM Pacific Time.
This procurement includes no small business set-aside designations and has no incumbent contractor, as this represents a new contracting effort. The contract will cover up to 1,610 ATI and GFS devices currently installed at Marine Corps Base Camp Pendleton. The total estimated contract value has been redacted from available documents. The period of performance spans five years, consisting of one base year beginning April 27, 2026, followed by four consecutive one-year option periods extending through April 26, 2031. Performance will occur at building 2459 Electrical and Gas Division on Marine Corps Base Camp Pendleton, North Carolina, with contractor personnel required to obtain Common Access Cards or Defense Biometric Identification System credentials and comply with Controlled Unclassified Information and Covered Defense Information safeguarding requirements.
