Summary: Statement of Work (SOW) - Grid 20/20 Annual Service

This Statement of Work describes services required to support Advanced Transformer Infrastructure (ATI) and Gridwide FireSpy (GFS) monitoring systems at Marine Corps Base Camp Pendleton for up to 1,610 devices. The contractor must provide six primary tasks: (1) data collection and analytics services through ATI Head-End Software Solutions (HESS) SaaS software; (2) ATI transformer data communications with real-time data transfer every 15 minutes, fault detection, and predictive maintenance capabilities; (3) automated outage and restoration notifications; (4) ATI GRID Watchdog SaaS services including automated alerts, load and voltage heat maps, and feeder voltage profile reports; (5) up to 25 hours of annual onsite and virtual technical support during normal working hours (option years 1-4 only); and (6) FedRAMP Cybersecurity Services at Department of Defense Impact Level 4, including an annual 3PAO audit (option years 1-4 only). All deliverables must be completed by January 1, 2027, with performance at building 2459 Electrical and Gas Division on Marine Corps Base Camp Pendleton.

The contract period consists of a base year plus four option years. The effort requires contractor personnel to obtain Common Access Cards (CACs) or Defense Biometric Identification System (DBIDS) credentials, comply with Controlled Unclassified Information (CUI) and Covered Defense Information (CDI) safeguarding requirements per DoDI 5200.48, and complete annual DoD CUI training. The contractor is responsible for maintaining all security protocols, reporting personnel changes within 48 business hours, and returning all CUI documentation to NAVFAC EXWC upon contract completion. Security investigations are NAVFAC EXWC's responsibility, and the government reserves the right to request removal of contractor personnel whose actions conflict with government interests.

Statement of Work (SOW)

Grid 20/20 Annual Service

Background

Service required for up to 1,610 devices of Advanced Transformer Infrastructure (ATI) and Gridwire Fire-

Spy DTM and PDTM hardware’s on devices management, OTA firmware upgrades, ongoing data repository, analytics capabilities, ATI data comms reporting, ATI outage notifications, ATI GRID watchdog SaaS annual recurring service, onsite & virtual services from GRID 20/20 technical experts and the required FedRAMP Cybersecurity Services - DoD IL4 including 3PAO Annual Audit.

GRID 20/20 system can reduce maintenance costs with predictive maintenance, extend the lifespan of transformer’s, avoid unnecessary early replacements or repairs, fire, fire/wildfire protections, and enhance grid reliability.

GRID 20/20 optimizes electricity distribution through advanced sensors, communication networks, and automation. Advanced, digitalized transformers and technologies that improve grid performance and flexibility, lower chance of maintenance failure by means of ATI transformers with sensors and communication technologies that provide real time reports on their performance, condition, and operating status. ATI transformer analytics and data integration to assist Camp Pendleton

High Voltage Division in anticipating transformer breakdowns.

GRIDWIDE FIRE SPY (GFS) offers protection and prevention capabilities for wildfires as well as outdoor monitoring. The system addresses wildfires and public safety incidents that are connected to both grid and non-grid, gives early detection and automatic alerts for occurrences that are triggered by the grid and non-grid events including lightning strikes, arson, and unattended fires.

Objectives

Contract effort and goals & objectives:

• To receive ATI and GFS Head-End Software Solutions (HESS) SaaS software services to continuously monitor and collect data, manage devices, firmware upgrades, ongoing data repository and analytic capabilities on board Camp Pendleton ATI and GFS hardware’s.

• To obtain services on ATI transformer data communication every 15 minutes, ATI outage notifications and ATI GRID Watchdog to include automated alerts, load and voltage heat maps and feeder voltage profile reports.

The results or end products will be used:

• To monitors the flow of power using real-time data gathering and analysis tools, allowing utilities to identify errors and inefficiencies, decreasing the possibility of voltage sags, overloads, or power outages, this technology improves grid stability and dependability.

• Enables real-time load control and demand response, enabling MCB Camp Pendleton Electrical division to modify electricity usage in reaction to system conditions. Monitor system performance and patterns in energy consumption.

• To be in compliance with the Secretary of defense memorandum “Metrics and Standards for

Energy Resilience at Military Installations” dated May 20, 2021, to ensure the resiliency of the

Department of Defense (DoD) military installations.

Scope

Marine Corps Base Camp Pendleton’s Electrical and Gas Division expects to receive GRID 20/20 data collections and monitoring services through ATI HESS data collection software, Transformer data communications and services and provide onsite and virtual technical support.
