About this opportunity
The Department of Agriculture Forest Service seeks refurbishment of four existing free-standing polycarbonate greenhouses at the Center for Medical, Agricultural, and Veterinary Entomology in Tallahassee, Florida, with quotations due September 24, 2026 at 2:00 PM Mountain Time. This is a Total Small Business Set-Aside; only small business concerns may quote.
Place of performance is Tallahassee, Florida, with final delivery to the Center in Gainesville, Florida on an FOB Destination basis. The project involves replacing infrastructure components—polycarbonate sheets, structural extrusions, exhaust fans, evaporative cooling systems, circulation fans, wall vents, glass doors, natural gas heaters, environmental controllers, shade cloth, and LED lighting systems—to restore greenhouse functionality and meet USDA-ARS research mission objectives. The contractor must furnish all personnel, equipment, materials, supervision, and quality control as turn-key completed work. The firm-fixed-price contract carries a 120-calendar-day performance period from award, with work hours 7:00 AM to 4:00 PM Monday through Friday excluding federal holidays. Work is preferred two greenhouses at a time to support ongoing research, though simultaneous refurbishment of all four is permissible based on weather conditions.
An organized site visit is scheduled for September 15, 2026 at 10:00 AM at 6383 Mahan Drive, Tallahassee, Florida. Award uses lowest price technically acceptable (LPTA) evaluation based on technical approach, past performance, and price. Offerors must submit a transmittal letter, completed SF 1442, technical proposal (maximum 5 pages) demonstrating capability and understanding of requirements including planned sequencing and subcontractor information, price proposal in fillable Excel format, at least three past performance references for contracts awarded within the past five years, and a bid guarantee of 20 percent of bid price or $3,000,000 whichever is less. All contractors must be actively registered in SAM. The solicitation incorporates FAR and AGAR clauses addressing Davis-Bacon prevailing wage requirements, performance and payment bonds, and anti-discrimination compliance. NAICS code is 236220; PSC is Z2JZ.
