About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity 127EAX26Q0110, a Greenhouse Refurbishment Project. The document does not establish specific contract requirements but rather clarifies project scope and expectations based on submitted questions from prospective offerors.

The project involves refurbishment of four substantially identical Scholar™ Series greenhouses provided by Atlas Greenhouse. Key work includes structural frame repairs/replacements around cooling walls, replacement of twin-wall polycarbonate roofing, sides, and ends conforming to standard greenhouse manufacturing practices, installation of exhaust fans, circulation fans, heaters, vent motors, environmental controls, and six 400W LED grow lights per greenhouse rated for greenhouse/outdoor conditions. Offerors must match the capacity and configuration of existing equipment rather than meet government-specified performance criteria. Existing electrical panels and natural gas supply lines are expected to have sufficient capacity, though contractors are responsible for any necessary upgrades; no upgrades are anticipated. The project has a 120-calendar-day performance period from contract award. Refurbishment is preferred to proceed two greenhouses at a time to support ongoing research, though simultaneous work on all four greenhouses is permissible based on weather conditions. Temporary utility shutdowns must be coordinated with on-site researchers. No drawings, permits, inspections, warranties, hazardous materials, or construction budget ranges are provided. A staging and storage area can be designated by the government.

127EAX26Q0110 Greenhouse Refurbishment Project – Submitted Questions & Answers

1. Are there any existing greenhouse drawings, as-built drawings, electrical drawings, plumbing/gas drawings, equipment schedules, or manufacturer specifications available to offerors?

No drawings are available

2. Are the existing greenhouse structural frames intended to remain in place, and can you confirm whether any structural frame repairs or replacements are anticipated?

Structural Frames are intended to remain in place. Frame repair/replacement around each greenhouse cooling wall is anticipated. See images below

3. For the polycarbonate roofing, sides, and ends, does the Government have required thicknesses, panel specifications, light-transmission requirements, manufacturers, or approved-equal standards?

Twin wall polycarbonate sheets conforming to standard greenhouse manufacturing practices are required

4. Please confirm whether all four greenhouses are substantially identical in their existing configuration and required refurbishment scope. If not, can the Government identify the differences?

Greenhouses are substantially identical. Current Greenhouse models are the Scholar™ Series provided by Atlas Greenhouse. Series and producer information is provided solely for the benefit of contractors.

5. Are there existing electrical panels/circuits with sufficient capacity for the new exhaust fans, circulation fans, environmental controls, vent motors, heaters, and six 400W LED lights per greenhouse?

Existing panels/circuits are expected to be of sufficient capacity for new equipment

6. Is the contractor responsible for upgrading electrical panels, breakers, feeders, disconnects, or other electrical infrastructure if the existing system cannot support the new equipment?

Yes, contractor will be expected for upgrading electrical, but not upgrades are expected

7. For the heaters, will the existing natural-gas supply lines and regulators remain in service, or should contractors include replacement or modification of gas piping and regulators?

Supply lines and regulators are expected to remain in service, and no replacement or modifications are expected

8. Does the Government have preferred manufacturers/models or minimum performance specifications for the exhaust fans, circulation fans, evaporative cooling equipment, heaters, vent motors, environmental controllers, and LED grow lights?

No preferred manufactures/models, but equipment must be rated for greenhouse/outdoor use and be rated for the standard greenhouse practices and for the sq ft. of the greenhouse

9. What functions must the environmental control system provide beyond controlling temperature, evaporative cooling, exhaust fans, circulation fans, heaters, and lighting? Is remote monitoring, data logging, alarm notification, or network connectivity required?

No additional functions are required

10. Are permits and inspections expected from Leon County, the City of Tallahassee, or another authority having jurisdiction? Are any Government-specific permits or approvals also required?

No permits or inspections are expected

11. Will the contractor be permitted to refurbish multiple greenhouses simultaneously, or must the greenhouses remain operational and be completed sequentially to support ongoing research?

It is preferred that refurbishment can be performed 2 greenhouses at a time to support ongoing research, but accommodations can be made to allow for the simultaneous refurbishment of all 4 greenhouses based on weather conditions.

12. Are there restrictions on temporary shutdowns of electrical, water, natural-gas, or other utilities serving the greenhouses?

No restriction are expected on temporary shutdowns, but they must be coordinated with researchers on site

13. Does the Government have a required warranty period for the workmanship, polycarbonate panels, mechanical equipment, electrical equipment, environmental controls, and other installed components?

No required warranty period has been specified

14. Are there any known hazardous materials, lead-based paint, asbestos-containing materials, biological contamination, or other environmental conditions within the existing greenhouses that contractors should account for?

There are no known hazardous materials

15. Please confirm whether the Government will provide a designated staging/storage area for contractor materials, equipment, dumpsters, and removed components during construction.

A staging/storage area can be designated

16. Period of performance: The solicitation states 120 calendar days from contract award, while the continuation schedule shows 08/01/2026 through 12/31/2026.

Please confirm that 120 calendar days from award is the controlling performance period.

120 days is the controlling period

17. Greenhouse system specifications: For the heaters, evaporative cooling systems, environmental controllers, wall vent systems, and exhaust fans, should offerors match the capacity/configuration of the existing equipment observed at the site, or will the Government provide required capacities/performance criteria or approved-equivalent specifications?

Offerors should match the capacity/configuration of the existing equipment

18. Polycarbonate and doors: Please confirm whether there are minimum requirements for polycarbonate thickness/cell structure/UV rating and for the front and rear glass door dimensions/configuration, or whether offerors should match the existing greenhouse conditions.

Offerors should match the existing conditions

19. Electrical/lighting: For the six 400W LED fixtures per greenhouse, are there required voltage, spectrum/output, environmental-rating, or fixture-equivalency requirements beyond integration with the environmental controller/timer?

LED fixtures must be rated for greenhouse/outdoor conditions

20. Is there a budget available for this project?

Construction ranges are no longer provided

21. Are there any structural or MEP plans/details available?

No plans are available

22. Will this be a permitted project?

No permitting is expected
