About this opportunity

The National Geospatial-Intelligence Agency (NGA) is seeking a contractor to conduct gravity surveys in Bhutan and Maldives as part of a comprehensive geodetic data collection program. The solicitation aims to acquire scientific gravity data in regions with limited existing information, with the primary objective of developing error compensation solutions for gravitational effects that impact Department of Defense weapons platforms' inertial navigation systems. The contract will be awarded using the Lowest Price Technically Acceptable (LPTA) evaluation method, with proposals due by April 14, 2025, at 1500 CT. Contractors must submit a technical volume of no more than 4 pages demonstrating their capabilities to fulfill gravity survey requirements and a price volume with firm-fixed pricing for specified contract line items. The technical proposal will be evaluated based on the offeror's ability to meet the specific survey and data processing specifications outlined in the Statement of Work.

The solicitation is an unrestricted procurement with no specific set-aside designations, targeting companies in the Geophysical Surveying and Mapping Services (NAICS 541360) sector. The base contract requires establishing a minimum of 17 survey lines in Bhutan and 16 survey lines in Maldives, to be completed using helicopter or approved aerial collection methods. The period of performance spans from April 28, 2025, to November 30, 2026, with base year services to be completed by November 30, 2025. Optional contract elements include additional survey lines (up to 5 in Bhutan and 4 in Maldives) and training for an NGA employee in gravity data survey techniques. The place of performance is designated as Arnold, Missouri, with data collection occurring in Bhutan and Maldives. Deliverables include a finalized survey plan, processed gravity data with two-milligal accuracy, a project technical report, and monthly status reports, with all collected data having government purpose rights for five years.

Notice text

This is a combined synopsis/solicitation IAW the procedures in FAR 12.6 and 13.5.

This contract would provide for a robust geodetic collection program, particularly the acquisition of scientific data over global regions where current holdings are void. The vendor will develop error compensation solutions adjusting for gravitational effects. This effort allows NGA to provide INS compensation models for DOD weapons platforms, in which gravity is the biggest source of error.
