About this file

This Statement of Work (SOW) details a gravity data collection project for the National Geospatial-Intelligence Agency (NGA) in Bhutan and Maldives during fiscal year 2025. The base contract requires establishing a minimum of 17 survey lines in Bhutan and 16 survey lines in Maldives, to be completed using helicopter or approved aerial collection methods. The contractor will process and deliver gravity anomaly data in the WGS 84 Reference System, with accuracy requirements of two milligals, including latitude, longitude, ellipsoid height, and free-air gravity measurements.

The period of performance runs from contract award through November 30, 2025, with optional extensions for each country from December 1, 2025, to November 30, 2026. Optional elements include additional survey lines (up to 5 in Bhutan and 4 in Maldives) and training an NGA employee in gravity data survey techniques. Deliverables include a finalized survey plan, processed gravity data, a project technical report, and monthly status reports. The contractor may request government-furnished gravity meters if needed, with specific loan and return protocols. All collected data will have government purpose rights for five years, after which the government will have unlimited rights.

1.0 INTRODUCTION

The National Geospatial-Intelligence Agency (NGA) delivers Geospatial Intelligence (GEOINT) information that provides a decisive advantage to policymakers, warfighters, intelligence professionals, humanitarian efforts and first responders. NGA supports the National System for Geospatial Intelligence

(NSG), which supports our Department of Defense (DoD), Department of Homeland Security and the

Intelligence Community. NGA leads the world in timely, relevant, accurate and actionable GEOINT.

One of the most important tasks of NGA is the maintenance and continual improvement of the World

Geodetic System 84 (WGS84). A major subset of that system is the collection and modeling of gravity data throughout the world. NGA has always relied on external partners, academia, and commercial entities to physically survey this data throughout the world.

3 | P a g e

Due to the nature of physical surveying through ground, air, or maritime collections, there are often physical obstacles such as weather and political boundaries/permits that can complicate surveys and cause them to be delayed.
