About this opportunity

The U.S. Fish and Wildlife Service is soliciting contractors to supply and deliver construction aggregates for roadway rehabilitation at Piedmont National Wildlife Refuge in Georgia. The procurement requires 6,500 tons of Georgia Department of Transportation standard General Aggregate Base (GAB) with fines, 3,200 tons of #57 stone, and 80 tons of GDOT Type 3 riprap for use on approximately 7 lane miles of roads. Material delivery will occur in two phases: first the #57 stone spread to 3-4 inch depth at minimum 30 loads per day, followed by GAB spread to 5-6 inch depth also at minimum 30 loads per day, with contractors responsible for tailgate spreading while the government performs the actual roadway rehabilitation. The evaluation will be based on technical acceptability including past performance and price, with award expected to go to the lowest-priced, technically acceptable offer. The original response deadline has been extended through multiple amendments to August 18, 2025, with the performance period running from August 25, 2025 to November 14, 2025.

This opportunity is designated as a 100% small business set-aside under NAICS code 212319 (Other Crushed and Broken Stone Mining and Quarrying) with a size standard of 550 employees. No incumbent contractors are identified in the solicitation documents. While specific award values are not disclosed, the substantial material quantities totaling nearly 10,000 tons of various aggregate materials suggest a significant contract value for the selected vendor. The project will take place at Piedmont National Wildlife Refuge in Georgia, specifically targeting RT#109 3 Loop Road and RT#421RZ Little Rock Road for rehabilitation work. Contractors must provide confirmation of delivery capability meeting the minimum daily load requirements and demonstrate understanding of Georgia DOT material standards for the specified aggregate types.
