About this opportunity
The Defense Health Agency Medical R&D Contracting Division seeks 190 GraphPad graphing software licenses under a Women-Owned Small Business set-aside, with proposals due May 21 at 10:00 AM Eastern and questions due May 11.
Place of performance is Frederick, Maryland, with delivery to the Army Medical Research Institute of Infectious Diseases at Fort Detrick. The NAICS code is 513210, Software Publishers, and the PSC is 7A21, IT and Telecom—Business Application Software. The contract period runs June 23, 2026 through June 22, 2027 under a firm fixed-price arrangement.
The software must support scientific graphing, comprehensive curve fitting via nonlinear regression, extensive statistical comparison tests (paired and unpaired t-tests, nonparametric tests including Mann-Whitney and Kolmogorov-Smirnov, ANOVA variants, Kruskal-Wallis, Friedman, Fisher's exact, chi-square, and Kaplan-Meier survival analysis with log-rank testing), column statistics (descriptive measures, frequency distributions, normality testing, outlier identification using Grubbs or ROUT methods), linear and nonlinear regression, and clinical diagnostic statistics including Bland-Altman plots and ROC curves. All software licensing, warranty, and services must comply with Original Equipment Manufacturer terms and conditions. This is a brand-name requirement specific to GraphPad Software only and represents a renewal of the current purchase order expiring in June.
Evaluation weighs Technical (significantly more important) and Completeness against Price Reasonableness. Technical proposals must rate "Acceptable (Green)" or higher using a five-tier color scale; Completeness must achieve "Satisfactory Confidence" or "Neutral Confidence" minimum. Award may be made to a non-lowest-priced offeror if superior technical and completeness ratings justify a price premium. Quotes must submit Volume 1 (Technical, 10 single-sided pages maximum) and Volume 2 (Business/Pricing) separately via email to ryan.r.jorgensen.civ@health.mil and tonya.r.kreps.civ@health.mil in uncompressed Word or searchable PDF format using 12-point Times New Roman and 1.0-inch margins. All offerors must maintain current SAM registrations with completed representations and certifications.
