About this opportunity
The Department of the Navy Naval Air Systems Command is seeking to procure renewal licenses for Ansys Granta and Minerva Software on a firm fixed-price basis. The Commander, Fleet Readiness Center Headquarters Digital Group for Aviation Product Lifecycle Management requires these software licenses to support Additive Manufacturing material and test data management for aviation programs. This procurement is being conducted as a sole source award to ANSYS, INC., as they are identified as the only known source capable of providing these specific software solutions. The Government emphasizes that substitutions could render the software inoperable and would negatively impact fleet readiness by forcing manual data management, increasing labor costs, and introducing quality and scheduling risks. While this is a Notice of Intent to Award rather than a competitive solicitation, interested parties may submit capability statements within five calendar days of publication (by April 8, 2026) for consideration in determining whether to conduct a competitive procurement. The contract is expected to be awarded on May 8, 2026, and the primary point of contact is Alyssa Wenger at alyssa.m.wenger.civ@us.navy.mil.
This procurement carries no set-aside designation and is being conducted without a competitive requirement under FAR Part 12 authority. ANSYS, INC., is the identified incumbent and sole source contractor for this requirement. The solicitation does not disclose a specific contract value or budget range for the software license renewal. The place of performance is Patuxent River, Maryland, with the work classified under NAICS code 541519 (Other Computer Related Services) and PSC code DA10 (IT and Telecom - Business Application/Application Development Software as a Service). The compressed timeline, with a proposal due date of April 10, 2026, reflects the Government's urgent need to maintain continuity of these critical software capabilities supporting naval aviation operations.
Notice text
Notice of Intent for Ansys Granta and Minerva Software
The Government intends to purchase on a firm fixed price basis and to solicit and award the proposed contract on a sole source basis to ANSYS, INC., under the authority of FAR Parts 12. The Commander, Fleet Readiness Center (COMFRC) Headquarters (HQ) Digital Group for Aviation Product Lifecycle Management (AvPLM) requires the renewal of Ansys Granta and Minerva Software Licenses.
ANSYS, INC., is the only known source for this requirement. Any substitutions may render some or all software inoperable resulting in significant impacts to the program and the Warfighter due to having to manually manage Additive Manufacturing (AM) material and test data, introducing labor costs, increased risk of quality escapes, limited ability to identify material substitution or optimization opportunities, and delays in delivering parts to the Fleet.
Award is expected on 8 May 2026.
THIS NOTICE OF INTENT TO AWARD IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested persons may submit a capability statement, which if received within five (5) calendar days after the date of the publication of this synopsis, will be considered. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon resources to this notice is solely within the discretion of the Government. The Government will not pay for any information received. The Government will not reimburse interested parties for any presentation, marketing efforts, or data related to this notice.
