About this opportunity

The Department of Agriculture Forest Service R3-Southwestern Region is procuring comprehensive construction services to improve the Granite Reef recreational site in the Tonto National Forest near Mesa, Arizona. The project involves demolishing existing pavement, drives, and parking areas while constructing a new paved access road with curb and gutter, approximately 120 passenger vehicle parking spaces, 8 single-family accessible picnic units with concrete pads and grills, three pre-cast concrete vault toilet buildings, concrete pathways meeting accessibility requirements, and an information kiosk. The contractor must relocate an existing vault toilet, remove selected vegetation in coordination with the Contracting Officer's Representative, and perform layout survey and construction control activities. The government will award a firm-fixed price contract using the Lowest Price Technically Acceptable (LPTA) evaluation method based on best value to the government. Proposals are due by August 22, 2025, following Amendment 0002 which extended the original deadline and provided corrected CAD files and Q&A responses.

This procurement is structured as a Total Small Business Set-Aside under NAICS code 237310 (Highway, Street, and Bridge Construction) with a size standard of $45 million. The estimated contract value ranges between $500,000 and $1,000,000, with Davis-Bacon wage rates applying to the project. The performance period extends from September 1, 2025, to March 2, 2026, with a targeted completion timeline of 120 calendar days after Notice to Proceed. Work will be performed at the Granite Reef site in Phoenix, Arizona 85006, located along the Salt River within the 100-year flood plain. The project emphasizes accessibility compliance with Forest Service Outdoor Recreation Accessibility Guidelines and includes specific infrastructure elements such as gabion walls, dumpster facilities, and vehicle barriers to define parking areas and protect the recreational space.
