About this opportunity
The Department of Agriculture Forest Service seeks quotations for Grand Cut-to-Length Stewardship stewardship timber operations on approximately 105 acres across three units in the Lake Tahoe Basin, with proposals due June 1, 2026, and a pre-proposal conference held May 12. The procurement is a total small business set-aside (500-employee size standard); only current holders of the R5 Pacific Southwest Stewardship BPA are eligible to submit quotes.
Place of performance is South Lake Tahoe, California, spanning Units 29B (23 acres), Unit 30 (17 acres), and Unit 78 (65 acres). Work must be completed by October 29, 2027, with operations restricted October 16 through April 30 and limited to 8 a.m. to 6 p.m. daily. Mandatory scope includes cutting and removing sawtimber (10-inch minimum DBH, 82 acres) using Cut-to-Length systems; mechanical thinning of biomass trees (3–9.9 inch DBH, leaving 10 trees per acre, 82 acres); fuels treatment via mastication and slash removal; removal of approximately 742 tons of biomass and cull logs from landings; construction and decommissioning of temporary roads (less than one mile); and road maintenance on haul routes. Quality standards require 95 percent compliance on acreage-based items and 100 percent on road work. The estimated total timber volume is 2,752 tons (2,010 tons sawtimber, 650 tons biomass, 92 tons cull logs).
NAICS code 113310, Logging; PSC F014. Award will be made as a firm fixed-price contract under the Pacific Southwest Stewardship BPA. Evaluation criteria are Technical Approach (most important), Relevant Past Performance, Benefit to Local Community (defined as Placer, Eldorado, Alpine, Douglas, Carson City, and Washoe counties), and Price, with award to the responsible quoter offering best value. Service Contract Act wage rates apply; occupational classifications range from $17.71 to $43.23 hourly plus mandatory fringe benefits. Amendment 0001, effective May 14, added site visit notes as Attachment 9; quoters must acknowledge the amendment.
