About this file

This is Amendment 0001 to RFQ 12363N26Q4043 for the Grand Cut-to-Length Stewardship IRSC project under the Pacific Southwest (PSW) Stewardship BPA for the Lake Tahoe Basin Management Unit. The amendment was issued by the USDA-FS Stewardship Contracting Branch in Sisters, Oregon, effective May 14, 2026, with an unchanged quote receipt deadline.

The amendment adds Attachment 9 containing site visit notes from May 12, 2026, documenting a pre-bid site visit attended by representatives from five potential bidding contractors (Fenley Family Forestry, Sierra Valley Enterprises, VM West LLC, CTL Forest Management, and LTC Forestry) along with USFS personnel. The notes address three contract units: Unit 30 was characterized as straightforward with no issues; Unit 29, identified as the most time-consuming unit, raised questions regarding stump height (clarified as 6-inch stumps) and material removal requirements (clarified as complete removal per contract specifications); and Unit 78, which most attendees found straightforward but noted potential for greater-than-estimated biomass due to stand mortality. The amendment modifies Clause 4 (Solicitation Attachments) to incorporate these site visit notes.

Notes provided by Robert Guebard:

Unit 30 was viewed. No real questions. All thought it to be straight forward.

Unit 29 was viewed. Questions about how low to cut stumps and how much material needed to be removed. All indicated this would be the most time-consuming unit.

Answered with 6-inch stumps and complete removal as stated in contract specifications.

Unit 78 was viewed. VM West and LTC Forestry didn’t go to unit 78. Otherwise, it was viewed as a straight-forward requirement. There may be more biomass than estimated due to mortality in the stand.
